Delhi to Restrict Non-BS-VI Vehicle Entry from Nov 1, 2026

The CSR Journal Magazine

Delhi is set to enforce new vehicle entry restrictions beginning on November 1, 2026, aimed at controlling winter pollution. This measure will affect petrol and diesel vehicles registered outside the capital that do not comply with Bharat Stage VI (BS-VI) emission standards. The restrictions will remain in effect until January 31, 2027. Electric and CNG vehicles, along with certain emergency and official-duty vehicles, will be exempt from these regulations.

In addition to the entry restrictions, Delhi will implement a “No PUC, No Fuel” policy. This requires all vehicles to possess a valid Pollution Under Control Certificate (PUCC) in order to obtain fuel. Motorists are advised to verify both their vehicle’s emission category and PUC status prior to travelling to the capital.

Understanding Bharat Stage VI Emission Standards

Bharat Stage emission norms are established standards in India that regulate the pollutants released by motor vehicles. These norms set limits on harmful emissions, including nitrogen oxides, carbon monoxide, hydrocarbons, and particulate matter. Each successive stage introduces stricter emission limits, with India having transitioned directly from BS-IV to BS-VI, thus skipping BS-V entirely. The BS-VI standards became mandatory for new vehicles across the country starting from April 1, 2020.

The emission category of a vehicle indicates the standard it was designed to meet, which is distinct from the PUC certificate that verifies whether a vehicle meets the applicable pollution limits during testing. Therefore, it is essential for vehicle owners to understand both aspects to ensure compliance with the new regulations.

Motorists can check their vehicle’s emission category by accessing the government’s VAHAN database through the Parivahan Sewa website. By entering the vehicle’s registration number, they can find details regarding the emission norms applicable to their vehicle.

What to Do If Your Vehicle Does Not Meet the Standards

The new restrictions specifically target petrol and diesel vehicles registered outside Delhi that fail to meet BS-VI norms. For those whose vehicles fall into this category, alternative travel arrangements will be necessary to enter the capital during the specified period. However, vehicles registered outside Delhi that comply with BS-VI standards will not be affected by this restriction.

Additionally, it is important to note that meeting BS-VI standards does not exempt a vehicle from the PUC requirement. The “No PUC, No Fuel” policy necessitates that all vehicles, regardless of their emission category, must have a valid PUC certificate to refuel. Therefore, motorists should ensure their PUC certificate is current before travelling.

Vehicle owners are encouraged to check the validity of their PUC certificate prior to their journey. If the certificate has expired, they should visit an authorised PUC testing centre to have their vehicle tested and obtain a valid certificate. The Parivahan portal can also be used to access relevant vehicle and certificate services.

Steps for Commuters Before the Implementation Date

Before the new restrictions come into effect, vehicle owners should confirm their vehicle’s emission category using the VAHAN database, the Registration Certificate (RC), or manufacturer documentation. Those driving petrol or diesel vehicles registered outside Delhi should ascertain whether their vehicle meets BS-VI norms before planning their journey into the capital.

Furthermore, it is crucial to verify the validity of the PUC certificate, irrespective of the vehicle’s emission category. If a vehicle is subject to the entry restrictions, alternative travel options should be arranged for the duration of the restrictions, which will last until January 31, 2027. The PUC-related fuel requirement is a separate measure, and motorists should stay updated with the latest notifications for implementation details.
