The Congress and the Samajwadi Party have confirmed their intentions to collaborate in the upcoming 2027 Uttar Pradesh Assembly elections. Akhilesh Yadav, the leader of the Samajwadi Party, has consistently stated that his party will partner with Congress for this election cycle. This partnership is perceived as a necessity by the Congress leadership, which reports a lack of viable alternatives. Meanwhile, Mayawati has dismissed the possibility of an alliance with either party.

Asaduddin Owaisi has made repeated overtures to Akhilesh Yadav, advocating for a coalition, while Chandrashekhar Azad Ravan of the Azad Samaj Party has expressed a willingness to ally but remains non-committal about his party’s participation. The primary concern now revolves around how smoothly the Congress and Samajwadi Party can establish a seat-sharing agreement.

Competing Interests Within the Alliance

There are indications of internal discord regarding the alliance, with certain factions within Congress advocating for an alliance with either Mayawati or Chandrashekhar Azad Ravan. However, it is reported that Rahul Gandhi has opted to pursue collaboration exclusively with Akhilesh Yadav. This decision signals a narrowing of options, leaving little room for additional partnerships.

The Congress party asserts that, even should they partner with Yadav, they will do so under their own terms. They have made it clear that decisions regarding the allocation of seats will not be under Yadav’s control; Congress plans to determine its seat preferences independently. In contrast, the Samajwadi Party has stated its readiness to contest all 403 Assembly seats should the alliance face complications.

This sense of urgency within Congress stems from a desire to solidify the alliance as quickly as possible, enabling them to determine their candidates and constituencies. However, the Samajwadi Party is taking a more cautious approach and prefers to discuss seat-sharing only once their preparations are complete. The differing timelines have raised concerns within Congress about potentially jeopardising their negotiating power.

Implications of Delays in Finalising the Alliance

Prominent Congress leader Imran Masood has emphasised the importance of finalising the number and names of the constituencies by October. He has warned that any further delays could detract from Congress’s advantage in the elections. Both parties, while claiming readiness to contest all seats in Uttar Pradesh, face limitations; the Samajwadi Party struggles in western Uttar Pradesh, while Congress’s presence is weak in many regions of the state.

Despite mutual assertions of strength, both organisations acknowledge they cannot independently contest all 403 seats effectively. This understanding is causing each to strengthen their bargaining positions prior to negotiating terms. Recently, Masood has reported that Congress has provided the Samajwadi Party with a list of over 150 seats, although the Samajwadi Party has yet to acknowledge any formal discussions concerning the alliance.

At present, informal communications appear to have occurred, but no formal negotiations have been initiated. The Samajwadi Party is inclined to delay discussions until the official announcement of the election, contrasting with the senior Congress leaders, who are advocating for an expedient resolution to alliance-related matters.
