CBI Summons Punjab CM Aide Rajbir Ghuman in Corruption Case

The Central Bureau of Investigation (CBI) has issued new summons to Rajbir Ghuman, the officer on special duty to Punjab Chief Minister Bhagwant Mann, regarding an alleged corruption case linked to the management of postings for Indian Administrative Service (IAS) and Indian Police Service (IPS) officers, among other official matters. This development was reported on Friday by CBI officials, noting that the summons had initially been delivered to Ghuman along with other accused individuals on Wednesday, directing him to present himself for questioning on Friday.

Non-Compliance and Agency Actions

Officials indicated that Ghuman purportedly claimed he had not received the summons. Consequently, as he failed to appear for questioning on Friday, CBI teams resorted to pasting the summons at his residence and also dispatched it via email, as confirmed by agency sources. The summons was issued in connection with a case that was registered on Tuesday following directives from the Punjab and Haryana High Court, emphasising the seriousness of the allegations.

The agency has asserted that Ghuman, along with his associates, allegedly sought to influence the postings of IAS and IPS officers in exchange for financial benefits. This suggests significant implications regarding the integrity of public service appointments within the state administration.

In addition to the summons, the CBI conducted searches at eight different locations across Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur, and Jalandhar. These searches were aimed at uncovering evidence linked to Ghuman and other accused individuals involved in the case.

Details of the Case and Allegations

In a statement from CBI spokesperson Beena Yadav, it was revealed that six individuals have been charged in this case, including Ghuman, Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder, R S Nagra, and a number of unidentified public servants and private individuals. The allegations centre on corrupt practices involving the manipulation of officer postings, as well as related financial dealings.

According to the spokesperson, the First Information Report (FIR) was filed on the basis of the Punjab and Haryana High Court’s orders, which followed the receipt of a report from the Enforcement Directorate. The report raised concerns regarding potential corruption by Ghuman and his associates, particularly regarding their alleged influence in various administrative and policy-related matters.

The allegations also detail how the accused public servants reportedly accessed and provided drafts of governmental orders and policies to private individuals before official release. This indicates a troubling breach of protocol and administrative integrity, raising questions about the legitimacy of decisions affecting important governmental processes.
