The CSR Journal Magazine

Bihar Chief Minister Samrat Choudhary has announced that the state has achieved a significant milestone in housing development with the construction of 50 lakh pucca houses since 2014. This progress was highlighted during a large-scale housewarming ceremony for 2,35,000 houses completed under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) on August 20, 2026, in Patna. Choudhary characterised the moment as a “proud day” for both the state and its residents.

The Chief Minister, addressing a gathering of beneficiaries, emphasised the commitment of the Central Government under Prime Minister Narendra Modi in advancing the housing sector in Bihar. He spoke about the importance of providing secure homes to the underprivileged, stating that a house signifies dignity and a stable future.

Choudhary also noted that the ongoing initiatives are a reflection of both state and central governments working towards a developed India. He thanked Union Minister Shivraj Singh Chouhan for his notable contributions, particularly for setting a housing target of 11,18,937 homes for the 2026-27 period, which is a continuation of the work initiated over the past nine years.

Key Contributions from Union Minister Shivraj Singh Chouhan

During the ceremony, Union Minister Shivraj Singh Chouhan pointed out that around 19 lakh homes have been allocated in the last two years alone, contributing substantially to the overall target. Chouhan reiterated the necessity of addressing housing needs, highlighting that approximately 19 lakh houses were previously unaccounted for in the 2018 survey of the Pradhan Mantri Awas Plus in Bihar.

The Minister acknowledged the transformative nature of homeownership, asserting that independent pucca houses elevate the quality of life, contrasting it with the earlier practice of cluster housing under the Indira Awas programme. Chouhan conveyed a firm commitment to ensure financial transparency and efficiency in delivering housing benefits to the intended recipients.

He also discussed the operational changes implemented to enhance administrative accountability, which includes a mandate for officials to resolve public grievances within a 30-day timeframe. Chouhan noted that nearly 96 per cent of the applications have been successfully addressed within this stipulated period.

Welfare Initiatives and Future Plans

In addition to housing, Chief Minister Choudhary provided updates on several welfare initiatives aimed at improving the lives of Bihar residents. He mentioned that the state is in the process of preparing ration cards for nearly 1 crore people, with 30 lakh cards already issued. Furthermore, he highlighted successful women’s empowerment schemes, particularly the Lakhpati Didi initiative, which has enabled around 30 lakh women in Bihar to achieve financial independence.

Choudhary urged for increased support from the Central Government to advance various developmental projects across rural Bihar. With 45,000 villages requiring further infrastructure improvements, he advocated for special campaigns to bolster local economies and enhance tourism. Choudhary expressed hope that Union Minister Chouhan would continue to assist in these efforts to build a thriving Bihar.

Concluding the event, Chouhan highlighted the government’s present commitment to converting every kutcha house into a pucca dwelling. He introduced the new ‘Viksit Bharat G-RAM-G’ scheme, which aims to allocate approximately Rs 5 crore to each panchayat for increased development, while also praising the ‘Farmer ID’ initiatives contributing to economic upliftment in the state.
