Union Home Minister Amit Shah has stated that the government is in the process of developing a strategy specifically aimed at addressing the issue of drug deliveries made through courier and postal services. This announcement was made during a media interaction on September 7, 2026, in Dona Paula, Goa.

In response to a question regarding existing measures to counter drug transmission via these services, Shah acknowledged that while discussions are ongoing with various stakeholders, there is currently no completely secure plan in place. He indicated that the focus is on intercepting substantial quantities of drugs and affirmed, “We are also developing a new strategy for this, which is currently in the pipeline.”

Shah emphasised that detailed information on the new strategy cannot be disclosed at this time, but the intention is clear: to formulate a robust response to a growing challenge.

Vision for a Drug-Free India by 2029

Shah articulated a broad vision aimed at achieving a drug-free India by the year 2029. He underscored the importance of a comprehensive investigative approach, referred to as the “bottom-to-top” model, which aims to trace narcotics from users back to their international sources. This method is seen as critical in dismantling the narcotics trade.

Highlighting the severity of the issue, Shah noted that the narcotics trade not only jeopardises future generations but also generates illicit funds used to finance terrorism, resulting in global challenges with narco-terrorism. He outlined a roadmap implemented since 2019 designed to combat these issues by overhauling systems and networks associated with drug trafficking.

His comments also reflected a shift in strategy, moving from fragmented actions to a coordinated national campaign against narcotics, symbolising a prioritisation of this issue as part of national security initiatives. The Home Minister remarked that the state of affairs before 2014 was marked by isolated efforts, which were no longer viewed as sufficient post-2019.

Coordinated Efforts and Technological Innovations

In detailing the approach taken by the government, Shah described the adoption of both “bottom-to-top” and “top-to-bottom” investigative strategies. He confirmed that financial investigations, along with the application of the PIT-NDPS Act, are key components of this comprehensive framework.

He further elaborated on the establishment of a dedicated task force focused on the narcotics trade, which includes initiatives employing technological tools to address complex issues such as darknet activities, encrypted communications, and cryptocurrency transactions. A specialised Darknet-Crypto Cell has also been created within the task force.

A collaborative mechanism has been set up involving multiple ministries to tackle matters related to precursor chemicals, synthetic drugs, and the diversion of related substances. Shah claimed that these coordinated efforts have yielded positive outcomes in the fight against drug trafficking.

The union government’s ongoing battle against narcotics signifies its commitment to addressing one of the pressing challenges facing society, as it pursues innovative strategies to inhibit drug trafficking through modern methods.
