What Germany’s Apprentices Know That India’s Toppers Don’t

I have spent close to 14 years moving between two worlds that most people assume are separate: the classroom and the industry floor. I have taught geopolitics and international business to MBA students, guided doctoral research, and sat on editorial boards that decide what counts as good scholarship. I have also worked alongside recruiters, trained fresh graduates for their first jobs, and watched hiring managers sigh over resumes packed with high marks but empty of actual thinking. This dual vantage point has convinced me of something I did not want to believe when I started teaching: the question bank culture that dominates our exam system is not helping students learn. It is training them to stop learning.

I want to be precise about what I mean by question bank culture. I do not mean practice questions in general. Practice has value when it is used to build understanding. What I mean is the widespread, almost institutionalised habit of handing students a finite, predictable set of questions before an exam, often drawn from 5 or 10 years of previous papers, and telling them, implicitly or explicitly, that mastering this set is the same as mastering the subject. Coaching centres build entire business models around “guessing” the paper. Teachers, under pressure to produce results, narrow their own teaching to what is “important for the exam.” Students, sensibly responding to the incentives placed in front of them, stop asking “how does this work” and start asking “what will come in the exam.”

I have watched this happen in real time, semester after semester. A student who can recite the 4 stages of a product life cycle word for word freezes the moment I ask her to apply that same framework to a company she has never studied. A student who has memorized 15 model answers on trade policy cannot construct a 16th argument about a scenario I invent on the spot. This is not a failure of intelligence. It is a failure of training. We have trained them, quite successfully, to search their memory for a matching template rather than to think.

What Question Banks Actually Do to the Brain

I want to explain this without hiding behind academic language, because the mechanism is simple once you strip away the terminology.

There is a well-established idea in cognitive psychology, first proposed by researchers Craik and Lockhart, that memory is not one single thing but a byproduct of how deeply you process information. If you only skim a fact, glance at it, repeat it a few times, it sits at a shallow level and evaporates quickly. If you wrestle with it, connect it to something you already know, use it to solve a new problem, argue with it, it sinks deeper and stays. Question bank preparation is, almost by design, shallow processing. A student reads a model answer, memorizes its structure, reproduces it. There is no wrestling involved. The information never gets asked to do any work, so it never earns a permanent place in the mind. This is why so many students forget what they “knew” the moment the exam is over. They never actually knew it. They stored it, briefly, the way you might hold a hot coal, and dropped it the instant it was no longer needed.

There is also a genuine and useful psychological finding, often called the testing effect, that says retrieving information from memory strengthens that memory far more than simply rereading it. This is real and I use it in my own teaching. But question banks corrupt this good idea by removing the retrieval and replacing it with pure recognition. A student is not trying to recall an idea and reconstruct it. She is trying to recognize which of the ten memorized answers matches which of the ten expected questions. That is not retrieval practice. That is pattern matching, and pattern matching without understanding is a shortcut that skips the very process that would have built durable knowledge.

Then there is skill theory, and here I mean something as basic as how any skill, whether it is driving a car, playing a musical instrument, or doing financial analysis, gets built. Researchers who study skill acquisition describe three rough stages. In the first stage you consciously, slowly work through the steps, making mistakes and correcting them. In the second stage you start to link those steps together. In the third stage the skill becomes automatic, and you can apply it flexibly, even in situations you have not seen before.

Question bank learning skips straight to a fake version of stage three. The student produces something that looks automatic and fluent, a memorized paragraph delivered smoothly, without ever having gone through the effortful stage one and stage two of building the underlying skill. It is the difference between a parrot that has learned to say, “I love you” and a person who has learned what love means. Both sound the same for three seconds. Only one of them can handle a follow up question.

I also think about motivation, because this is where I see the deepest damage, and it is the part of the story that does not show up in exam results. There is a simple and widely supported idea that people learn best and enjoy learning most when they feel three things: that they have some control over what they are doing, that they are getting better at something that matters, and that the activity connects to something meaningful to them.

Question bank culture strips away all three. The student has no control, because the coaching centre or the teacher has already decided what to study. There is no sense of getting better at a subject, only better at guessing what will be asked. And the whole exercise is disconnected from meaning, because the goal is a number on a mark sheet, not an understanding of the world.

I have watched bright, curious eighteen-year-olds arrive in my classroom having already learned, through years of this conditioning, that curiosity is a waste of time that could be spent memorizing the next expected answer. That is a tragedy that no exam result will ever capture, and by the time they reach my MBA classroom, some of them must be coaxed, almost re-taught, to ask an original question again.

There is one more idea worth explaining plainly, because it ties everything together, and that is transfer of learning. Transfer simply means the ability to take something you learned in one context and use it in a different context. Near transfer is using a skill in a situation very similar to the one you practiced. Far transfer is using it somewhere quite different, which is what real life mostly demands. Question banks are built entirely for near transfer, and often not even that.

A student memorizes an answer to a specific, previously asked question and can reproduce it only when a nearly identical question appears. The moment the wording changes, the numbers change, or the scenario shifts even slightly, the transfer fails completely, because there was never any underlying principle learned that could travel to a new situation. This is why so many students who score extremely well on an exam still struggle the moment I rephrase the same concept in an unfamiliar way during a viva or a classroom discussion. They did not fail because they are unintelligent. They failed because nothing was ever asked to transfer.

What the Rest of the World Is Doing Differently

This is where the comparison becomes uncomfortable for us, because it is not that other countries do not care about exams or rigor. Some of them care far more than we do. It is that they have built entirely different relationships between exams and learning.

Take Finland, a country that keeps appearing at or near the top of international assessments like PISA. Finnish schools largely avoid mandated standardized testing throughout basic education. Teachers, who go through demanding training and are trusted as professionals, use continuous, formative assessment instead, watching how a student’s thinking develops over the year rather than staging a single high-stakes performance built around predictable questions. There is no national question bank to memorize because there is no single predictable exam to prepare for in that narrow sense. Finnish education also protects time for play, shorter school days, and lighter homework loads, on the theory, which the results seem to support, that rested, curious minds learn more deeply than exhausted, drilled ones. I am not suggesting we copy Finland wholesale. Our scale, our demographics, our resource constraints are entirely different. But the underlying idea, that trust in ongoing understanding beats faith in a single memorized performance, is worth taking seriously.

Now take China, which is a far closer comparison to us in scale, competitive pressure, and cultural weight placed on exams. The gaokao, China’s national college entrance examination, is famously intense, arguably more intense than anything most Indian students face, and it has been criticized for decades by Chinese educators themselves for encouraging rote memorization at the cost of creativity. What I find striking is that China has recognized this as a problem and has actively tried to correct course. The government’s Double Reduction Policy, introduced in 2021, tried to cut down on relentless tutoring, restrict the private coaching industry that had built itself around predicting and drilling for exams, and push schools toward reducing homework burden. It has not been a clean success, and there are real criticisms that it has simply pushed exam pressure into new, less regulated corners, or widened gaps between families who can still afford private tutors and those who cannot. But the direction of travel matters. China looked at its own exam obsessed culture and decided it was producing diminishing returns for the country’s talent pool, especially in fields that need original thinking rather than reproduction. India, meanwhile, is expanding coaching culture and question bank dependence at a pace that should worry anyone thinking about the next generation of researchers, entrepreneurs, and problem solvers.

Then there is Germany, whose dual vocational education system blends classroom learning with real apprenticeship work inside actual companies from a young age. A student training to be a technician or a business professional is examined on whether they can actually do the task, not on whether they can recall a written description of the task. The exam and the skill are the same thing, not two separate exercises where one is a rehearsal for reciting facts about the other. Singapore, another education system frequently studied and admired, has spent the last two decades deliberately trying to move away from rote heavy assessment toward what its own policymakers called “teach less, learn more,” emphasizing problem-based learning and application over volume of content memorized. These are not soft, low-stakes education systems. Singapore and Germany are both intensely competitive economies. They simply decided that the way to prepare students for real competition was to test the ability to think and do, not the ability to remember a predicted answer.

The common thread across Finland, Singapore, Germany, and even a self-correcting China, is that assessment is designed to be unpredictable in form even when it covers predictable content. You cannot memorize your way through an oral defense of your own project, an apprenticeship evaluation, or a formative teacher assessment built on watching how your thinking has evolved over months. You can only understand your way through it. India’s exam culture, by contrast, has drifted toward maximum predictability, because predictability is what makes a question bank valuable in the first place. We have essentially built a national incentive structure that rewards exactly the kind of shallow, template-based thinking that every serious study of learning tells us produces the weakest, most short-lived knowledge.

What This Looks Like After College

I want to bring this back to the industry side of my experience, because this is where the consequences stop being theoretical. I have sat in rooms with hiring managers reviewing candidates with excellent transcripts who could not construct a basic argument when handed a case they had not seen before. I have watched young professionals who topped their class freeze in a client meeting because the client’s problem did not match any of the templates they had memorized in college. This is not a coincidence. It is the direct, predictable output of a system that spent sixteen or more years training pattern recognition and calling it education.

Employers today do not need people who can reproduce a memorized answer. Search engines and now AI systems can do that instantly and better. What employers need, and what genuinely differentiates a valuable employee from a replaceable one, is the ability to take an unfamiliar problem, break it down, and reason through it using principles rather than templates. That is precisely the muscle that question bank culture never builds, because it never asks a student to face an unfamiliar problem in the first place. Every single question they ever practiced was, by design, familiar.

I remember interviewing a candidate with a near perfect academic record who could describe, in flawless detail, every stage of a standard business framework she had clearly memorized from a guide. When I asked her to apply that same framework to a small, unfamiliar company I described on the spot, she paused, then simply repeated the memorized definition again, slightly rearranged. She was not being evasive. She genuinely did not have anything else to reach for, because nothing in her sixteen years of schooling had asked her to reach for anything beyond the memorized version. That moment stayed with me, because it captured, more clearly than any research paper could, exactly what question bank culture produces at scale.

What I Think Needs to Change

I am not arguing against structure, revision, or practice. Structure and revision are essential parts of learning. What I am arguing against is the substitution of prediction for understanding, the substitution of memorized templates for genuine reasoning, and the quiet agreement between teachers, coaching centres, and students that everyone will be happier if the exam stays predictable.

If I had to name the shift I want to see, it would be this. Assessments should be built around application, not recall. A good question should require a student to use a concept in a situation they have never seen, the way Germany tests a vocational skill or the way a genuine case study forces an MBA student to reason rather than remember. Teachers should be given more autonomy and more trust, the way Finland trusts its teachers, so they are not forced into teaching to a predictable, narrow paper. And most importantly, we as educators, parents, and institutions need to stop treating marks obtained through memorized templates as evidence of learning. They are evidence of compliance with a system, and those are not the same thing.

I did not write this as an attack on students. Students are doing exactly what the system incentivizes them to do, and they are doing it well. My concern is with the system itself, and with what we are quietly doing to a generation’s capacity to think for itself, one predictable question bank at a time.
