The third National Conference of Anti-Narcotics Task Force (ANTF) heads will take place in New Delhi on September 22-23. This event is intended to conduct a thorough review of the efforts made by various stakeholders in addressing drug-related issues in the country, as well as to develop a strategic plan for future initiatives. Union Home Minister Amit Shah will inaugurate the conference, which is organised by the Narcotics Control Bureau (NCB).

Representatives from 36 states and Union Territories will attend the conference, including key government officials involved in anti-narcotics efforts. According to sources, the purpose of the gathering is to reinforce the Central government’s commitment to achieving a drug-free India and to progress towards this goal through structured discussions and cooperation.

During the two-day conference, participants will engage in detailed discussions on various facets of drug supply and demand, harm reduction, and issues pertinent to national security. They will also consider ways to enhance drug law enforcement measures across the nation, advocating for a comprehensive governmental approach to effectively manage the drug problem.

Key Sessions and Discussions Planned

The conference programme includes more than six technical sessions focusing on significant topics such as the roles of ANTF and NCORD in the drive towards a Drug-Free India by 2047. There will be discussions on dismantling drug networks, addressing cartel activities, and promoting demand-reduction initiatives through an integrated strategy. These discussions are expected to foster actionable strategies aimed at enhancing collaboration among different stakeholders.

Specific sessions will also concentrate on matters such as the deportation and extradition of drug fugitives, financial investigations concerning narcotics offences, and the enforcement of regulations under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act. In addition, the effectiveness of investigations and court proceedings is set to be reviewed, alongside challenges linked to precursor chemicals, synthetic drugs, and clandestine laboratories.

These deliberations aim to yield actionable outcomes that will contribute to the formulation of a clear strategy in the ongoing battle against drug abuse and trafficking in the country. Organisers hope that meaningful resolutions will emerge, driven by collaboration among the NCB, state and UT Anti-Narcotics Task Forces, and various governmental entities.

Background and Previous Conferences

The call for a dedicated Anti-Narcotics Task Force by Union Home Minister Amit Shah in 2021 forms part of a broader “zero tolerance policy” toward drugs. This directive resulted in the establishment of ANTFs across all states and Union Territories. The first national conference of ANTF heads occurred in April 2023, followed by a second edition on September 16-17, 2022.

The ongoing effort to organise such conferences reflects a commitment to bolster India’s comprehensive strategy against the growing drug menace. Amit Shah’s involvement in inaugurating the conferences emphasises the prioritisation of drug control on the national agenda and underscores the government’s stance on collaborative action in this critical area.
