The Delhi Lieutenant Governor, Taranjit Singh Sandhu, has formally authorised a health initiative aimed at registered building and construction workers, including their eligible dependent family members. This programme, known as the Delhi Building Workers Health Scheme, provides cashless medical treatment and caps annual health coverage at Rs 2 lakh per beneficiary. The scheme was initially approved by Delhi Chief Minister Rekha Gupta and the Delhi Cabinet, as outlined in a statement issued on Saturday.

According to the officials, every registered construction worker, along with their eligible spouse, will benefit from an annual health check-up. The scheme comprises cashless outpatient consultations, diagnostic services, medications, and inpatient treatment through a network of empanelled hospitals that operate at Central Government Health Scheme (CGHS) rates.

This initiative aims to address a wide range of healthcare needs, including emergency treatment, occupational diseases, chronic illnesses, specialised medical attention, maternal healthcare, and rehabilitation services. Each beneficiary has the potential to receive treatment worth up to Rs 2 lakh annually, with a cap of Rs 10 lakh applicable to the entire family per year.

Emergency Provisions and Treatment Options

In cases of work-related accidents or medical emergencies, beneficiaries have the option to seek treatment at non-empanelled hospitals nearby. Such facilities will be considered provisionally empanelled while the emergency treatment is conducted, as detailed in the statement.

The plan is designed to offer comprehensive support to more than 2.7 lakh building and construction workers currently registered with the Delhi Building and Other Construction Workers Welfare (DBOCWW) Board. Established in 2002, this board is tasked with registering workers and managing welfare schemes funded by levies collected from construction employers.

To ensure effective execution of the health scheme, it will be implemented through a designated Project Implementing Agency. This agency will be engaged for an initial period of three years, with the possibility of a one-year extension following a performance assessment by the officials.

Additional Features and Transparency Measures

The health scheme includes the provision of Mobile Medical Units, which will facilitate the transportation of workers from their worksites to empanelled hospitals. These units will also be responsible for conducting health screenings and promoting awareness among the beneficiaries regarding the available services.

A dedicated software system will be established to maintain digital records of beneficiaries, encompassing their treatment histories and claims processing. This technological implementation aims to streamline operations and enhance the overall efficiency of the scheme.

In terms of accountability, claims submitted by the Project Implementing Agency will be subject to third-party verification as well as additional checks stipulated by the board prior to the release of any payments. Regular reports on the scheme’s implementation and progress will also be provided to the board to monitor the outcomes effectively.
