10th India-Israel Joint Working Group Meeting on Counter Terrorism Conducted in New Delhi

The 10th session of the India-Israel Joint Working Group (JWG) focused on Counter Terrorism was convened on Tuesday, in New Delhi. Vinod Bahade, Joint Secretary (Counter Terrorism) of India’s Ministry of External Affairs, and Nadav Eschar, Head of Bureau in the Strategic Affairs Division of Israel’s Ministry of Foreign Affairs, led their respective delegations during this important meeting. The discussions aimed to enhance bilateral cooperation in combating terrorism, which reflects the strategic partnership between India and Israel.

Condemnation of Terrorism

During the meeting, both nations firmly condemned all forms of terrorism, including cross-border terrorism. They reiterated a strong commitment to a zero-tolerance policy towards such acts. The two sides expressed grave concern regarding recent acts of terror affecting both countries, specifically referencing the October 7, 2023, attack in Israel and the April 22, 2025, attack in Pahalgam, Jammu and Kashmir. These incidents highlighted the urgent need to hold those responsible accountable for their atrocious actions.

Call for Concerted Action Against Terrorism

Both delegations recognized the necessity of sustained and concerted efforts to combat terrorism effectively. They reiterated their commitment to enhancing multilateral cooperation in counter-terrorism efforts at various international platforms, including the United Nations and the Financial Action Task Force (FATF). This collaboration is aimed at tackling terrorism at all levels, incorporating actions against terrorist organizations, their supporters, and financiers.

Discussion on Global and Regional Threats

Participants exchanged viewpoints on terrorism threats, focusing on global challenges and those specific to their regions. A broad spectrum of traditional and emerging threats was reviewed, including terrorist recruitment practices, the misuse of technology for terrorist activities, and the financial backing of terrorist operations. Both sides expressed significant concern regarding the escalating use of unmanned aerial vehicles (UAVs), drones, and artificial intelligence by terrorist groups.

Strengthening Cooperation and Law Enforcement

The sharing of best practices and information emerged as pivotal aspects of enhancing cooperation between the two nations. Discussions included strategies for improving training programs, strengthening cybersecurity measures, and facilitating ongoing bilateral and multilateral exchanges. The two sides also deliberated on further reinforcing collaboration in law enforcement and judicial assistance, specifically emphasizing the need for effective information sharing and support in mutual legal requests.
