West Bengal has announced an aggressive state-wide campaign to eradicate child marriage and teenage pregnancies, drawing attention to alarming demographic statistics that place the state at the top nationwide for these issues. Leaders outlined a zero-tolerance policy during a recent press briefing, promising aggressive, door-to-door enforcement modeled after recent food safety sweeps.

State health department data covering a six-month period from January to June highlighted the gravity of the situation regarding underage pregnancies. Murshidabad recorded the highest numbers at 12,847 cases, followed by South 24 Parganas and East Burdwan.

Targeted Enforcement Measures

Under the new initiative, authorities will issue formal show-cause letters to the husbands of all minor brides and teenage mothers. Spouses must legally verify that their wives are at least 18 years of age using official school certificates or identification documents. Failure to provide valid proof will trigger immediate legal prosecution. Furthermore, local officiants, family members, and guardians who arrange or encourage underage marriages will face severe legal repercussions.

Legal Penalties and POCSO Enforcement

Authorities emphasized that minor brides maintain full protection under the Protection of Children from Sexual Offences (POCSO) Act. The legal framework outlines strict punishments for violators:

* Adult Marriages: Adults who marry a minor face up to two years of imprisonment and fines reaching 100,000 rupees.

* Facilitators: Priests, religious registrars, and parents who organize or abet the union face equivalent prison terms and financial penalties.

* Underage Sexual Relations: Sexual activity with a partner under 18 falls under Sections 3 and 4 of the POCSO Act, carrying prison sentences of up to 10 years. If the minor is under 16, offenders face potential life imprisonment.

* Repeat Offenses and Pregnancy: Cases involving repeated sexual contact, teenage pregnancy, or childbirth can result in sentences ranging from 20 years to life imprisonment, or capital punishment.

* Mandatory Reporting: Healthcare providers and local institutions are legally required to report any childbirth involving underage mothers immediately.
