Punjab CM Bhagwant Mann Allegedly Detained for Three Hours at Delhi Airport

The CSR Journal Magazine

Punjab Chief Minister Bhagwant Mann was reportedly detained for three hours at Delhi airport on October 19, 2026, upon his return from a food trade fair in Paris. The Aam Aadmi Party (AAP) has claimed that this incident is indicative of a deliberate attempt by the BJP-led Central Government to undermine Mann’s position and Punjab’s dignity. Baltej Pannu, the media in charge for AAP in Punjab, stated that Mann was subjected to unnecessary delays upon his arrival.

Pannu alleged that the reason provided for the delay, which included claims that Mann’s luggage was still being checked, was misleading. After the three-hour wait, Mann was reportedly issued a fine of Rs 50,000, which Pannu described as an absurd action against the Chief Minister. He asserted that the entire situation was orchestrated under pressure from higher authorities.

The AAP has expressed concerns that such actions reflect a broader pattern of disrespect towards Punjab and its representatives. Pannu emphasised that the incident is part of ongoing tensions between the AAP government and the Central Government, particularly regarding Mann’s recent trip to France.

Legal Context of the France Visit

The controversy surrounding Mann’s return from Paris is rooted in the legal challenges faced by the Punjab government regarding his travel. Initially, the Central Government had denied Mann political clearance for the trip, prompting the Punjab government to approach the Punjab and Haryana High Court. The court subsequently overturned the Centre’s decision, stating that it had not adequately justified its stance.

Pannu noted that the High Court had mandated that Mann be accorded proper protocol during his visit. However, he claimed that even the Consul General in Paris failed to meet Mann, indicating a lack of support from the Central Government. This alleged disregard for Mann’s status as Chief Minister has raised questions about the treatment of Punjab’s leaders.

Furthermore, Pannu highlighted that there have been multiple instances where the Central Government has denied Mann political clearance for international travel. He argued that these actions are motivated by a fear that Mann could attract investment and resources to Punjab, thereby facilitating its development.

Reactions from Political Leaders

In response to the incident, Bikram Singh Majithia, General Secretary of the Shiromani Akali Dal (SAD), shared information on social media platform X. He claimed that Mann and his wife were questioned for several hours regarding their luggage and money, allegedly exceeding permitted limits. Majithia stated that they were eventually allowed to leave, considering Mann’s official position, but noted that orders were issued to inspect the luggage of Mann’s entire staff.

The AAP leadership has framed the incident as part of a broader anti-Punjab bias exhibited by the Central Government. Pannu accused Prime Minister Narendra Modi and his administration of consistently undermining Punjab’s identity and interests. He cited previous instances where the Central Government had allegedly withheld funds due to Punjab and imposed restrictions on farmers.

This latest incident has reignited discussions about the relationship between the Punjab government and the Central Government, with AAP officials asserting that they will continue to advocate for the rights and dignity of Punjab and its leaders in the face of perceived injustices.
