Uttarakhand Mining Department Surpasses Target, Records ₹1,217 Crore Revenue in 2025–26

The Mining Department of Uttarakhand has achieved remarkable success in revenue generation, surpassing previous targets. For the financial year 2025-26, the department achieved a total revenue of ₹1217 crore, significantly exceeding its target of ₹950 crore. This marks the highest revenue generation to date for the organisation.

The total revenue includes notable contributions: ₹1130 crore directed to the state treasury, ₹80 crore allocated to the District Mineral Foundation (DMF), and ₹7 crore generated from the Special Mining Enforcement Team (SMET). Comparatively, the department had collected ₹1041 crore in the preceding fiscal year of 2024-25 against a target of ₹875 crore.

This increase in revenue reflects a substantial growth from ₹110 crore in 2012-13, illustrating the improved economic landscape of the state. The growth trajectory signifies effective management and implementation of policies that facilitate mineral extraction while ensuring compliance with regulations.

Policy Changes and Regulatory Framework

Under the leadership of Chief Minister Pushkar Singh Dhami, significant policy changes and simplifications have been implemented within the sector. The revised mineral policy and regulatory framework aim to promote legal mining operations while actively combating illegal activities such as unregulated mining and transport.

The introduction of transparent processes for the allocation of mining leases has also been crucial in bolstering the revenue stream. These measures are designed to create a conducive environment for responsible mining practices and to ensure that the state’s mineral resources are utilised effectively.

The Mining Department has adopted several technological innovations to enhance monitoring and enforcement. The establishment of the Mining Digital Transformation and Surveillance System (MDTSS) has resulted in the installation of 45 advanced e-check gates across four plains districts, employing tools such as Automatic Number Plate Recognition (ANPR) cameras and RFID tags.

Additionally, various digital platforms including the Mineral Management System, e-Ravanna, and the Surveillance Enforcement System have been integrated to streamline operations and improve governance in the mining sector.

Recognition and Awards For Achievements

The efforts and advancements made by the Uttarakhand Mining Department have garnered national accolades. On March 28, 2026, in New Delhi, the MDTSS and the e-Khanna security paper initiatives were awarded the prestigious SKOCH Award (Gold), recognising their innovative contributions to the sector.

Furthermore, the Ministry of Mines, Government of India, acknowledged Uttarakhand’s efforts, granting the state second position in the ‘C’ category for exceptional performance in Minor Mineral Reforms, accompanied by an incentive grant of ₹100 crore. The state also received an additional ₹100 crore for its advancements in the State Mining Readiness Index.

The collective results of these initiatives illustrate a sustained commitment to enhancing the mining sector’s efficiency and integrity within Uttarakhand. As the department progresses, continued focus on innovation and policy reform is expected to further strengthen the state’s mining potential and financial contributions.
