US Midterm Elections Shift Democratic Control, Potentially Affecting India-Pakistan Relations

The CSR Journal Magazine

The recent midterm elections in the United States have resulted in the Democratic Party gaining control of both chambers of Congress, significantly impacting President Donald Trump. This outcome is expected to have various implications for India, particularly regarding trade negotiations and immigration policies. A weakened Trump may lead to increased scrutiny of his administration’s tariff and immigration policies, potentially allowing India to negotiate a more favourable trade agreement.

In the wake of the elections, India may see an opportunity to revive stalled trade discussions, which have been hindered for months. The Indian government has been awaiting assurances of better tariff conditions compared to competitors such as China and Vietnam. The Democrats’ control could provide Indian negotiators with more leverage, as they may feel less pressured to reach an agreement hastily.

Moreover, the Trump administration is currently investigating several countries, including India, under Section 301 of the Trade Act. This inquiry aims to assess whether these nations are utilising excess manufacturing capacities in ways that could harm the US economy. While a weakened Trump might offer some breathing room for India, it does not guarantee an easier path to strengthening bilateral ties.

Immigration Policies and H-1B Visa Concerns

The shift in power dynamics within the US Congress also has implications for immigration, particularly concerning the H-1B visa programme, which is crucial for many Indian professionals. The Trump administration has implemented stringent measures, including a hefty fee of USD 1,00,000 for H-1B visas and increased scrutiny of applications from companies that have laid off American workers. These policies have adversely affected Indian nationals, who constitute a significant portion of H-1B visa holders.

With the Democrats now in control, there is potential for increased examination of the economic impact of these immigration restrictions, especially on American technology firms that rely heavily on skilled foreign workers. While immediate relief for Indian professionals may not be forthcoming, the long-term outlook could improve as scrutiny of these policies increases.

However, it is essential to note that the Democrats have historically raised concerns regarding India’s human rights record. This focus may lead to heightened attention on issues related to religious freedom and the treatment of minority communities in India, which could complicate diplomatic relations.

Pakistan’s Challenges Amidst Democratic Control

The Democratic takeover of Congress poses unique challenges for Pakistan, which has been cultivating closer ties with Trump through various business deals and diplomatic efforts. Islamabad has engaged in several agreements with entities linked to Trump, including a memorandum of understanding with a cryptocurrency business associated with his family. These relationships have reportedly garnered Trump’s attention and support.

However, with the Democrats now in control, there is a likelihood of increased investigations into Trump’s business dealings, including those involving Pakistan. The Democrats have indicated their intention to scrutinise the Trump family’s financial activities, which may inadvertently involve the Pakistan military, given its role in facilitating these agreements.

As investigations into Trump’s inner circle intensify, the implications for Pakistan could be significant. The scrutiny could extend to various agreements, including those related to unmanned aerial systems and critical minerals, potentially complicating Islamabad’s diplomatic landscape.
