Sikkim Sets Up 24-Hour LPG Control Rooms to Address Supply Issues

The CSR Journal Magazine

The Sikkim government has launched a centralized State Control Room in Gangtok, along with district-level control rooms in all six districts. This initiative aims to oversee and manage the distribution of liquefied petroleum gas (LPG) amidst growing concerns regarding supply disruptions stemming from geopolitical tensions in West Asia. The Food & Civil Supplies Department has indicated that these control rooms will function 24 hours a day to facilitate seamless distribution, curb black marketing, and address public complaints.

Regulated Refill System Introduced

As part of the measures to streamline LPG distribution, a regulated refill system has been implemented. Domestic LPG customers in urban areas are now permitted to refill their cylinders every 25 days, while residents in rural areas can do so every 45 days. Additionally, priority for commercial LPG supplies will be granted to vital services such as hospitals and educational institutions, ensuring that essential operations remain uninterrupted.

Enforcement of the Essential Commodities Act

The authorities have mandated the enforcement of the Essential Commodities Act, 1955, which will be actively monitored through daily reports from district units to the State Control Room. Major oil companies, including Indian Oil Corporation Limited (IOCL), Hindustan Petroleum Corporation Limited (HPCL), and Bharat Petroleum Corporation Limited (BPCL), will collaborate with the government to ensure a consistent supply of LPG. Officials have committed to taking prompt action against any reported malpractice and have stated that these measures will continue until further updates are announced.

Central Government’s Oversight and Energy Security

The Central government remains vigilant in overseeing the situation and has initiated appropriate measures to ensure stability across essential sectors. Current efforts are focused on maintaining a steady supply of energy, safeguarding maritime operations, and providing necessary assistance to Indian citizens in the region. A statement from the Ministry of Petroleum and Natural Gas confirmed the key initiatives undertaken as of March 29, 2026, to secure energy supplies amid the ongoing conflict.

Maintaining Petroleum Product Supply Amid Geopolitical Tensions

Given the ongoing closure of the Strait of Hormuz, proactive actions are being taken to guarantee the continuous availability of petroleum products and LPG throughout the nation. The Strait of Hormuz is a critical maritime passage, facilitating a substantial volume of global oil shipments, making its safety vital for international trade and economic stability amid the current conflicts triggered by joint military activities involving the United States and Israel against Iran.

High Refinery Capacity and Domestic LPG Production Boosted

Indian refineries are currently operating at high capacity levels, with sufficient crude inventories to support domestic needs. The country is also maintaining adequate stocks of petrol and diesel. Domestic LPG production has been increased to meet consumption demands. Companies involved in city gas distribution, such as Indraprastha Gas Limited (IGL), Maharashtra Natural Gas Limited (MGL), GAIL Gas, and BPCL, are promoting domestic and commercial piped natural gas (PNG) connections by offering various incentives.

Expansion of CGD Network and Additional LPG Allocation

The government has urged States, Union Territories, and Central Ministries to expedite the approval processes for applications aimed at expanding the city gas distribution network. Notably, an additional allocation of 10 percent of commercial LPG has been proposed to states willing to facilitate the transition from LPG to PNG. Several states have already applied for reforms to promote the CGD network, and additional allocations have been recommended for some of these states. Furthermore, two LPG carriers, BW TYR and BW ELM, carrying approximately 94,000 metric tons of LPG, have successfully transited and are en route to Indian shores as of Sunday.
