Congress MP Jairam Ramesh has highlighted that several Opposition parties submitted a notice under Rule 267, seeking an immediate suspension of the listed business in the Rajya Sabha to discuss various issues. These issues include the alleged police action against student protesters and the circumstances surrounding the National Eligibility cum Entrance Test (NEET). The notice specifically calls for a debate on incidents of alleged excessive force used by police during protests on July 20, which reportedly involved lathi-charges, tear gas, and water cannons.

Ramesh’s statement on social media outlined the Opposition’s concerns regarding the treatment of protesters and the detention of key leaders, including Rahul Gandhi, during demonstrations on July 21. He also criticised the inaction from the Prime Minister and the Union Home Minister concerning these matters, alongside the demands for Education Minister Dharmendra Pradhan’s resignation. The ongoing stalemate in the Rajya Sabha, according to Ramesh, is primarily due to the government’s unwillingness to engage in discussion under Rule 267.

Rule 267 permits the suspension of certain regulations in the Rajya Sabha, whereas Rule 176 allows for short-duration discussions on pressing public matters. The Opposition is pressing for these discussions to address significant educational concerns as well as the administrative conduct observed during recent protests.

Government Response and Readiness for Discussion

Union Minister of Parliamentary Affairs Kiren Rijiju asserted the government’s willingness to discuss the NEET paper leak at the earliest opportunity. He urged the opposition to collaborate in framing an agenda without consuming valuable legislative time. Rijiju emphasized that for three consecutive days, the government has made formal offers for discussions on the issue, seeking to elucidate the steps taken regarding the leaked exam papers.

Speaking to reporters, Rijiju stated that discussions should aim for substantive outcomes rather than being perfunctory. He reiterated that the government aims for a constructive exchange focused on the interests of students, maintaining that it has consistently informed both the opposition and parliamentary leaders about its commitment to addressing the NEET-related issues.

The Lok Sabha Speaker, Om Birla, echoed Rijiju’s comments, indicating readiness for debate while encouraging floor leaders to finalise the agenda. Nevertheless, the ongoing uproar from Opposition members led to the House being adjourned until 2:00 PM.

Protests and Unity Among Opposition Parties

In light of the ongoing situation, Congress MP K.C. Venugopal conveyed that the Opposition reached a consensus to pursue a debate through an adjournment motion, concurrently demanding the resignation of Education Minister Dharmendra Pradhan. Venugopal reported that opposition parties have been consistently raising adjournment motions to address the examination leak issues, emphasising the necessity for a strategic plan to prevent similar occurrences in the future.

Additionally, members of the Opposition staged a protest within the Parliament premises, dressing in black to visually signify their dissent against the government’s inaction. Prominent leaders, including Rahul Gandhi and Priyanka Gandhi Vadra, participated in the demonstration, reaffirming their solidarity with student activists and their cause.

During the protest, Priyanka Gandhi articulated her support for students seeking their rights, denouncing the repeated paper leaks and the treatment of peaceful demonstrators. She highlighted that such actions against students and the conduct within Parliament should not be overlooked as they undermine democratic principles.
