Punjab CM Bhagwant Mann Unveils Financial Support for Women in State Budget

On March 8, the Punjab Chief Minister, Bhagwant Mann, introduced the ‘Mukh Mantri Mavan Dhiyan da Satkar Scheme’ aimed at supporting women through financial assistance. Under this initiative, women in the general category will receive ₹1,000 per month, whereas those belonging to Scheduled Castes (SC) and other backward classes will be granted ₹1,500 monthly.

This announcement aligns with the unveiling of the 2026-27 state budget, which Mann characterized as an “affidavit of progress.” The Chief Minister emphasized the government’s commitment to implementing programs that favor women, education, and sports.

Budget Highlights and Educational Investments

Mann articulated the importance of the budget, particularly as it was revealed on International Women’s Day, symbolizing the government’s dedication to women’s welfare and inclusive policies. He noted a 7% increase in the education budget alongside an unprecedented allocation of ₹1,791 crore for sports. Mann stated that sports act as a crucial tool in Punjab’s fight against drug abuse, asserting that when children achieve success in athletics, it motivates others to lead healthier lives and avoid addiction.

Celebration of Women’s Day and Additional Benefits

On International Women’s Day, Mann extended heartfelt greetings to the women of Punjab, including mothers, daughters, and sisters. He expressed hopes that they receive the necessary support to achieve their aspirations and excel in diverse fields. Additionally, he elaborated on various other budgetary benefits, stating that most initiatives directly improve women’s welfare. For instance, he highlighted a ₹10 lakh health insurance scheme designed to alleviate the financial burden families often associate with health emergencies. Mann pointed out that women predominantly manage household health finance, and this scheme will aid in preserving family savings.

Household Savings and Utility Benefits

In addition to healthcare support, Mann also mentioned provisions for free bus travel and 600 units of complimentary electricity. He asserted that these initiatives are designed to assist families in managing their daily financial obligations efficiently. He remarked that if households cannot function well without the contributions of mothers and sisters, then nation-building cannot succeed without their involvement.

Fiscal Management and Government Performance

Responding to criticism from opposition parties regarding fiscal mismanagement, Mann defended his government’s financial strategies. He outlined various successful projects, including the acquisition of thermal plants, the reopening of coal mines, the closure of toll plazas, and the establishment of Aam Aadmi Clinics and ‘Schools of Eminence,’ in addition to the construction of 43,000 kilometers of new roadways.

Support for AAP Leadership Amidst Criticism

Mann commended AAP National Convener Arvind Kejriwal for promoting a transparent and honest political climate. He referred to Kejriwal’s recent acquittal in legal matters as a significant affirmation of integrity. The Chief Minister proclaimed that enthusiasm is growing nationwide regarding the party’s commitment to returning funds to the public. He elaborated on completing several commitments made to the electorate, asserting that they have fulfilled promises made during their campaign and more.

Opposition Responses and Protests

Following the budget announcement, Punjab’s Leader of Opposition, Pratap Singh Bajwa, criticized the AAP-led government, claiming that it has reneged on electoral promises. Meanwhile, protests erupted from women leaders and activists of the Punjab Congress, including Aekom Warring, the daughter of the state Congress chief. They protested the government’s failure to deliver the promised monthly allowance of ₹1,000, resulting in their subsequent detention by law enforcement.
