The National Steering Committee under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) has sanctioned strategic investment plans totalling Rs 735.70 crore for three clusters of Industrial Training Institutes (ITIs) in Rajasthan, Uttar Pradesh, and Telangana. This approval increases the overall investment under the scheme to Rs 2,171 crore, which encompasses nine ITI clusters across India.

These initiatives aim to enhance the transformation of government ITIs by adopting an industry-led approach. The investments are directed towards improving infrastructure, developing new courses, and implementing training programmes that align with the evolving demands of the job market, as indicated in a statement from the Ministry of Skill Development and Entrepreneurship.

The meeting that brought about this approval was the 5th National Steering Committee session, presided over by Debashree Mukherjee, the Secretary of the Ministry of Skill Development and Entrepreneurship (MSDE). During this session, specific approvals were made for various clusters, which are expected to significantly contribute to skill development in the respective states.

Details of Investments in Specific States

In Rajasthan, a budget of Rs 241 crore has been allocated for the Bhiwadi ITI cluster, which includes five institutes, with the Government ITI Bhiwadi recognised as the principal institute. The implementation will be led by H.G. Infra Engineering, which has outlined plans for infrastructure enhancement within the cluster.

Telangana has received an allocation of Rs 254.30 crore for the Medchal ITI cluster, also consisting of five institutes, with the Government ITI Medchal designated as the main institute. Notably, the plan for Telangana had previously been deferred to clarify operational and financial matters, which have now been successfully addressed.

The Meerut cluster in Uttar Pradesh is set to receive Rs 240.40 crore, aimed at improving five ITIs, with the main institute being the Government ITI, Saket, Meerut. The initiative by the National Skill Development Corporation focuses on developing the cluster’s capacities to meet contemporary skill demands.

Implementation and Future Goals

The approved plans will facilitate infrastructure modernisation, upgrading existing training trades, introducing long-term and short-term courses, and enhancing operational capabilities of the ITIs involved. The ministry emphasised that these enhancements are crucial for keeping pace with the demands of the industry.

A notable achievement was the signing of a Shareholders’ Agreement (SHA) involving H.G. Infra Engineering, the state government of Rajasthan, and the MSDE concerning the Bhiwadi cluster. This agreement positions Rajasthan as the first state to formalise an SHA under PM-SETU, thereby initiating the implementation phase for the cluster.

The PM-SETU cluster-based model aims to elevate the capacity of ITIs, ensuring that they can provide skills that are in alignment with emerging technologies and the changing landscape of employment opportunities. The ministry remains optimistic about the effectiveness of these initiatives in fostering skill development and employment in the respective states.
