Piyush Goyal: India-US Trade Deal Advances to Legal Drafting Stage

The CSR Journal Magazine

The India-US trade deal has successfully completed its initial phase and is now progressing to the legal drafting stage, according to Commerce and Industry Minister Piyush Goyal. On Thursday, Goyal announced that the agreement would be implemented once India secures a competitive advantage over its peer nations.

He expressed optimism regarding the swift completion of this process, indicating that the finalisation of the legal aspects is underway. Goyal stated, “The US bilateral trade agreement’s first tranche has been finalised and it is going through final contours, the legal drafting, and we hope to be able to finalise that soon.” He highlighted the importance of achieving a competitive edge before operationalising the deal, which has been a significant focus for the Indian government.

In addition to updates on the India-US trade deal, Goyal also addressed ongoing negotiations with the European Union. He mentioned that a free trade agreement is anticipated to be signed in December, with expectations for it to take effect in February or March of the following year. This agreement is expected to further enhance India’s trade relations with key international partners.

US Ambassador on Trade Deal Progress

Earlier on the same day, US Ambassador to India Sergio Gor remarked that the two countries have made substantial progress in clearing major items on their trade deal checklist. He referred to the pace of negotiations as “incredible,” underscoring the commitment from both sides to reach a mutually beneficial agreement. Gor’s comments reflect the positive momentum in the discussions surrounding the trade deal.

Furthermore, Gor discussed recent US legislation that could potentially lead to sanctions against countries purchasing Russian oil and gas or aiding others in evading sanctions. He indicated that US President Donald Trump is expected to make a decision on this matter within the next ten days. The legislation received overwhelming bipartisan support, passing with 86 votes in the 100-member US Senate, and grants the President the authority to impose sanctions on relevant nations.

Gor clarified that the provisions of the legislation are not directed at any specific country, including India. He stated, “These sanctions options that Congress passed are not targeted at any individual country. It is three different buckets; one is oil, the second is gas, the third is sanctions evasion.” This statement aims to alleviate concerns regarding the implications of the legislation for India.

Opportunities for American Businesses in India

Ambassador Gor also highlighted the significant opportunities that India presents for American businesses, citing the vastness of its market and the Indian government’s favourable stance towards foreign investment. He noted that India has been negotiating a proposed bilateral trade agreement since early 2025, with the intention of addressing tariff-related tensions, eliminating non-tariff barriers, and improving market access.

India is advocating for more advantageous tariff terms for its exports to the US, seeking conditions that are more favourable than those available to competing economies. This effort is part of a broader strategy to enhance India’s position in global trade and to ensure that Indian products are competitively priced in the US market.

As discussions continue, both nations appear committed to fostering a strong trade relationship that benefits their respective economies. The ongoing negotiations reflect a shared interest in addressing trade challenges and enhancing bilateral cooperation in various sectors.
