The recent diplomatic breakthrough, announced by President Trump, involves a two-week ceasefire aimed at reopening the strategically vital Strait of Hormuz. This development reportedly stemmed from requests made by Pakistan’s Prime Minister and top military figures, acting on behalf of Iran and referencing a ten-point plan proposed by Tehran.

However, this has raised important questions within policy circles regarding the extent of Pakistan’s influence as a mediator in the ongoing tensions between the US and Iran.

Pakistan’s Historical Ties with Iran

To comprehend Pakistan’s central role in this diplomatic effort, it is crucial to examine its historical relationship with Iran. Analysts highlight that the geographic and demographic connections provide Pakistan with a unique position in facilitating dialogue. The shared border and significant Shia population present both nations with common interests and occasional tensions.

Aparna Pande from the Hudson Institute notes that despite periodic disagreements, Pakistan and Iran have maintained a viable diplomatic relationship. This longstanding connection arguably allows Pakistan to be perceived as a more trustworthy intermediary compared to Arab Gulf nations.

Nevertheless, historical ties do not necessarily confer substantial diplomatic leverage. Critics, such as Michael Rubin from the American Enterprise Institute, argue that Pakistan’s influence over Iran and the US is minimal.

Criticism of Pakistan’s Diplomatic Standing

Rubin points out that Pakistan’s embassy in Washington, DC, operates the Iranian interests section, akin to Switzerland’s role in Iran. However, he asserts that Pakistan merely offers logistical support without significant diplomatic clout. He categorises Pakistan alongside other nations that serve as ‘dishonest brokers’, suggesting that their main aim is to avoid accountability rather than promote regional stability.

Further highlighting the limitations of Pakistan’s role, he explains that the multitude of conflicting narratives surrounding Iran’s ten-point plan indicates a lack of effective mediation. In contrast, Utsav Chakrabarty emphasises that Pakistan’s position is primarily geographical, asserting that it functions as a midpoint for competing interests of China, the US, and Iran, rather than as an active peacemaker.

The assertion that Pakistan orchestrated the ceasefire has been labelled as an overestimation of its diplomatic capabilities, especially as China remains Iran’s critical economic ally in this context.

Domestic Implications and Future Considerations

The pursuit of relevance in international diplomacy can indicate deeper vulnerabilities within Pakistan’s foreign policy strategy. Analyst Adelle Nazarian describes Islamabad’s actions as a desperate attempt to leverage its geostrategic position in order to gain favour from both Washington and Tehran.

She contrasts Pakistan’s approach with that of India, which is seen as possessing greater strategic autonomy. Nazarian argues that the fine line between being a facilitator and acting independently has led to a credibility gap for Pakistan in its diplomatic efforts.

The concerns about the sustainability of the current ceasefire are significant, with Nazarian stating that any agreement could be fragile and susceptible to breakdown. She warns that the conflicting agendas of global powers, particularly the US and Iran, complicate the chances for a lasting resolution.

As diplomatic discussions continue, Pakistan’s role may remain limited to facilitating communication, without the requisite geopolitical influence to secure and enforce lasting peace. The ongoing situation underscores the complexities of regional diplomacy.
