Operation Kayakalp, initiated in 2018 by the Uttar Pradesh government, aims to enhance the fundamental infrastructure in government primary and upper-primary schools. This comprehensive programme measures progress across 19 essential parameters, ensuring that schools meet basic needs for a conducive learning environment. By utilising an inter-departmental convergence strategy, the operation integrates various funds and resources from several initiatives.

The funding sources for this initiative include Samagra Shiksha, Gram Panchayat resources, District Mineral Foundation contributions, urban area allocations, Jal Jeevan Mission, and MGNREGA. This collaborative approach seeks to maximise the effective use of available financial support to upgrade school facilities across the state.

The central aim of Operation Kayakalp is to enhance educational infrastructure to create a more effective learning environment for students. The improvement metrics cover areas crucial for student well-being, focusing on both physical and functional aspects of school facilities.

Key Infrastructure Improvements

The programme highlights 19 critical parameters that cover the basics of school infrastructure. These parameters include access to clean drinking water, well-maintained separate toilet facilities for boys, girls, and children with disabilities, and multiple handwashing stations. Additionally, improvements such as tiled classroom floors, functional kitchens, fresh paint, and well-designed ramps and railings are part of the initiative.

Other important facilities being upgraded through Operation Kayakalp include electricity and wiring, ensuring that classrooms are well-lit and conducive to learning. Cleanliness is a significant focus area, aiming for a healthier environment. Libraries are also being enhanced, along with furniture, to foster a more welcoming atmosphere for students. All changes are intended not just to meet basic requirements but also to create spaces that encourage learning and support children’s needs effectively.

A child-friendly and inclusive approach is a priority within the programme, ensuring that infrastructure is accessible to children with disabilities. This objective has been supported by a partnership with UNICEF, which helped develop a technical and operational manual for school facilities and provided training for stakeholders involved in the construction and improvement processes.

Monitoring and Future Goals

To ensure effective implementation and real-time tracking of the programme’s progress, Operation Kayakalp employs photo protocols, geo-tagging, and digital monitoring mechanisms. The 2023–24 Samagra Shiksha review has established state-, district-, and block-level monitoring arrangements to analyse the outcomes of the project thoroughly. These systems aim to provide transparency and accountability in the utilisation of funds and resources allocated for school improvements.

According to a 2025 publication by the Uttar Pradesh government, an impressive 97 per cent of schools have attained saturation across the 19 parameters outlined in Operation Kayakalp. This data reflects the substantial progress made towards transforming school infrastructure across the state.

The overarching focus of Operation Kayakalp is to strengthen the physical infrastructure and basic facilities of government schools in Uttar Pradesh. Through these enhancements, the initiative seeks to provide cleaner, safer, and more accessible learning environments for children, ultimately improving educational outcomes across the region.
