The National Green Tribunal (NGT) has issued a notice to relevant authorities on an execution plea that claims a failure to comply with its previous directives regarding the removal of illegal dairy farms situated on the floodplains of the Yamuna River in Delhi. This notice was issued during a hearing led by Chairperson Justice Prakash Shrivastava, alongside Expert Member Afroz Ahmad.

Background of the Case

The execution application was submitted by Gauri Maulekhi, among others, to enforce the Tribunal’s original order dated April 19, 2024. In that order, the NGT had instructed the Delhi Development Authority (DDA) and the Delhi Pollution Control Committee (DPCC) to act on recommendations made by a Joint Committee aimed at curbing illegal dairy farming in the floodplain area.

Dispute Over Compliance Report

During the recent proceedings, the applicant’s counsel presented arguments stating that the DPCC had filed a potentially misleading compliance report dated July 23, 2025. This report claimed that there were no functioning dairy farms within the specified floodplain region. However, the applicant challenged this assertion, providing photographic evidence that allegedly demonstrates the ongoing operation of dairy farms in the area designated as restricted.

Next Steps in Legal Proceedings

The NGT, acknowledging the concerns raised, has directed that a notice be served to all respondents involved in the case. The Tribunal has further instructed the applicant to file an affidavit of service at least one week prior to the next scheduled hearing, which is set for July 15, 2026. This step reflects the Tribunal’s intent to ensure compliance with its earlier orders and to address the issue of illegal dairy operations effectively.
