India-New Zealand Free Trade Agreement Takes Effect Today

The CSR Journal Magazine

The India-New Zealand Free Trade Agreement (FTA) comes into force on October 20, providing significant advantages for Indian exporters. The agreement eliminates import duties on all Indian exports to New Zealand, enhancing the competitiveness of Indian goods in the New Zealand market.

With the removal of tariffs on 100 per cent of exports, Indian businesses are expected to gain a competitive edge, particularly in sectors such as textiles, apparel, leather, footwear, gems and jewellery, engineering goods, and processed food. Previously, New Zealand imposed tariffs of up to 10 per cent on various products, making them more expensive.

This reduction in duties allows Indian exporters to offer more attractive prices, potentially increasing their market share and attracting new buyers. Small and medium-sized enterprises, which often face tighter profit margins, may find it easier to explore export opportunities as a result of this agreement.

Protection for Indian Farmers

While the FTA opens the New Zealand market to Indian goods, India has strategically excluded several sensitive agricultural products from tariff reductions. These include dairy products, sugar, edible oils, and certain meats, aimed at safeguarding domestic farmers from increased foreign competition.

Specific conditions will regulate imports of New Zealand apples, kiwifruit, and Manuka honey, including tariff-rate quotas and seasonal import windows. Such measures are designed to manage the flow of these products into India, ensuring that local producers are not adversely affected.

Additionally, the two nations will collaborate to enhance agricultural productivity through an Agriculture Productivity Partnership, focusing on areas such as post-harvest practices and food safety. This initiative could provide Indian farmers with access to improved techniques and expertise, potentially increasing their productivity.

Investment and Employment Opportunities

The FTA is also poised to attract significant investment into India, with New Zealand committing to facilitate $20 billion in various sectors, including agriculture, manufacturing, and infrastructure. This investment could support business expansion and the initiation of new projects, although the actual impact will depend on the realisation of these investments.

Moreover, the agreement expands market access for Indian service providers in approximately 118 sectors, such as information technology and tourism. This could facilitate greater opportunities for Indian professionals and businesses in New Zealand.

The FTA includes provisions for 5,000 Temporary Employment Entry visas for skilled Indian workers, alongside 1,000 Working Holiday visas annually for young Indians. These measures are expected to create additional avenues for Indians seeking international work experience.

Educational Benefits for Indian Students

Indian students pursuing higher education in New Zealand may also benefit from the agreement’s provisions on post-study work rights. Graduates in STEM fields could be eligible for work rights of up to three years, while doctoral scholars may receive rights for up to four years.

These extended work opportunities could enable students to gain valuable international experience and explore various career paths before deciding to return to India or pursue further opportunities abroad. Such provisions are particularly relevant for those in science, technology, engineering, and mathematics disciplines.

Furthermore, Indian pharmaceutical and medical device companies may find advantages in streamlined regulatory processes under the FTA. New Zealand will accept inspections from recognised regulatory bodies, potentially facilitating smoother market access for Indian firms.
