John Abraham urges Centre to urgently rescue over 1200 Beagles and other animals from Palamur Biosciences in Telangana

Mumbai, India: Actor, dad to two adopted desi dogs, and People for the Ethical Treatment of Animals India (PETA India) Honorary Director John Abraham has sent an urgent appeal to the Union Cabinet Minister of Fisheries, Animal Husbandry, and Dairying, Shri Rajiv Ranjan Singh, urging immediate action to rescue more than 1,200 beagles and other animals suffering at Palamur Biosciences, a contract animal testing laboratory in Telangana made notorious through whistleblowers’ harrowing and detailed accounts of its operations.

In his letter, John expressed anguish over the “heartbreaking” whistleblower-provided photos and video footage that showed dogs crammed in cages, many with wounds, pigs being poisoned and left to bleed, and wild-caught monkeys exploited for experimentation. He referenced the findings of the Committee for the Purpose of Control and Supervision of Experiments on Animals (CCSEA)-appointed inspectors, who in their report submitted to the agency on 17 June 2025 corroborated serious cruelty and misconduct at the facility.

“It is impossible to put into words the anguish I felt seeing dogs caged in overcrowded conditions, many suffering from wounds, and others killed simply because they were deemed ‘no longer useful’”, wrote John. “It was equally heartbreaking to see pigs poisoned so roughly that they bled, and to learn wild-caught monkeys are experimented on.”

Through the 17 June 2025 report, the CCSEA-appointed inspectors recommended ’immediate regulatory action…including the removal and rehabilitation of animals in order to prevent further pain and suffering’ as well as a review of Palamur Biosciences’ registration and breeding license status.

The report concludes, “The operational deficiencies observed at PBPL [Palamur Biosciences] are not isolated incidents but indicative of entrenched structural, procedural and ethical failures. The scale and severity of non-compliances documented during the inspection raise significant concerns regarding the facility’s adherence to established standards of animal welfare and regulatory accountability. The situation demands urgent attention—particularly with respect to the removal and rehabilitation of animals to prevent further pain, distress or suffering. The findings also call for a critical review of the facility’s registration and breeding license in view of the serious and repeated deviations from prescribed norms.”

Yet, more than a month on, CCSEA’s own commissioned report has yet to be acted upon. John added, “Even the 73 beagles the company itself marked for rehabilitation remain caged when they should be rehomed.”

PETA India is also seeking an enforcement of the recommendations made in this report through a petition in the Delhi High Court.
