How NOT to behave during Holi 2025? Mumbai Police Issues Advisory

Using obscene language, making offensive gestures, spraying colours or water balloons on pedestrians on the occasion of Holi? If you are a resident of Mumbai, you can be penalised and even arrested for all of the above! In order to ensure peace and safety in and around the city during the festivals of Holi, Dhulivandan, and Rang Panchami, the Mumbai police have issued an order announcing restrictions for its citizens.
The order has been issued by Akbar Pathan, Deputy Commissioner of Police, Operations with effect from March 12 to March 18. The order prohibits Mumbaikars from spraying colours and water on pedestrians, using indecent language while speaking as well as singing obscene songs in public and strict action will be taken against anyone caught breaking the rules.

What NOT to do in Mumbai on Holi?

As per the order, Mumbai residents will have to follow the following restrictions for the next few days:
Obscene public utterances: The public utterance of obscene words or slogans, as well as the singing of obscene songs, is strictly prohibited.
Offensive gestures and symbols: The use of gestures or mimetic representations, and the preparation, exhibition, or dissemination of pictures, symbols, placards, or any other objects or things that may offend dignity, decency, or morality is banned.
Spraying coloured water on pedestrians: The practice of spraying or throwing coloured water, dyes, or powder on pedestrians is forbidden.
Throwing water balloons: The preparation and throwing of water-filled balloons, whether coloured or plain, will not be allowed during the celebrations.

Do not drink and drive

Apart from the above, the Mumbai Traffic Police will conduct drink-and-drive tests at various areas of the city. Anyone found breaking traffic rules will be slapped with hefty fines, licence suspension, or even arrested.
While Mumbai Police’s special teams will be patrolling roads, party areas, and public places, surveillance will be enhanced at railway stations, bus stops, and major spots of the city where Holi celebration take place to prevent unpleasant incidents.
