Himachal Pradesh has reached a literacy rate of 99.55 per cent under the New India Literacy Programme (ULLAS), a milestone that has garnered national recognition on International Literacy Day. Education Minister Rohit Thakur represented the state to accept the award in Delhi on September 8, thanking educators, students, and civil servants for their contributions toward this achievement.

The latest literacy figure positions Himachal Pradesh as the second-most literate state in India, following Goa, which leads with a literacy rate of 99.7 per cent. This progress reflects a notable increase from 99.3 per cent, when the state was declared fully literate on September 8, 2025.

Implementation of ULLAS Across the State

Launched in 2022, the ULLAS scheme aims to enhance basic education and functional literacy among non-literate adults aged fifteen and above. In Himachal Pradesh, the initiative was operationalised from 2023–24 and has successfully reached all twelve districts, showcasing an extensive outreach across the state.

According to Education Minister Thakur, the state has identified and registered 94,930 learners on the ULLAS portal. Additionally, 19,232 volunteer teachers have been trained and involved in the programme, highlighting a collaborative effort between government mechanisms and the local community to improve literacy rates.

This achievement is not solely attributed to educational institutions; it includes significant participation from volunteers who have played a critical role. The national award serves as recognition of the combined efforts in advancing literacy within the state.

Future Goals and Strategies for Literacy

While reaching a literacy rate of 99.55 per cent is a significant accomplishment, the Himachal Pradesh government maintains that this is not the endpoint. There are plans to focus on sustaining literacy levels while broadening opportunities for lifelong learning, digital literacy, and vocational training through ULLAS.

The state aims to ensure that individuals who have acquired basic literacy continue to develop skills applicable in daily life and professional contexts. With a target set for achieving 100 per cent literacy by 2026-27, Himachal Pradesh is now tasked with bridging the remaining gap of 0.45 percentage points.

Despite the challenges that lie ahead, the state’s past successes in literacy suggest that this final phase may be attainable, marking an important chapter in its educational journey. The government’s commitment to achieving complete literacy underscores the ongoing effort to enhance educational outcomes for all citizens.
