Government Launches Tool for Online Money Recovery in Cyber Fraud

Online scams have emerged as a significant issue in India, with numerous individuals reportedly losing substantial amounts of money, often in lakhs or crores of rupees, due to cyber fraud. The rise in such incidents has prompted the government to develop proactive measures to assist victims in these circumstances.

One such measure is the National Cyber Crime Reporting Portal (NCRP), a platform established to enable victims to report cybercrimes and receive necessary support in freezing fraudulent transactions. This portal serves as a critical initial point of contact for those affected, helping to address the escalating menace of cyber fraud.

Introduction of the Money Restoration Module

Earlier this year, the Indian Cybercrime Coordination Centre (I4C), operating under the Ministry of Home Affairs, introduced the Money Restoration Module (MRM). This platform aims to facilitate the retrieval of money that may be frozen in a scammer’s or beneficiary’s bank account, offering a streamlined process for eligible victims to seek their funds back.

The MRM allows victims to initiate the restoration process online, removing the necessity for a physical visit to a bank or a government office. However, it is important to understand that the portal does not ensure a refund. Funds must first be traced and frozen in the relevant account before any refund request can be submitted through the legal framework.

To effectively utilise the MRM, victims need to follow specific steps to ensure their refund requests are properly processed, starting with the reporting of the fraud.

Steps to File a Refund Request

The first step for victims is to report any cyber fraud experienced. This can be done by calling the 1930 cybercrime helpline or submitting a complaint via the National Cyber Crime Reporting Portal. Prompt reporting can significantly enhance the chances of authorities successfully freezing the funds before they can be transferred elsewhere by the scammers.

After reporting the fraud, victims should verify whether their funds have been frozen. This involves checking if their complaint has led to an eligible amount being traced and held in the scammer’s or beneficiary’s bank account, as only then can they proceed with a restoration request.

To initiate the refund process, victims must access the Money Restoration Module and select the option “Raise Refund Request.” They will need to input the 14-digit NCRP acknowledgement number received during the initial complaint filing and verify it with an OTP. Subsequently, victims should enter their bank details, ensuring all information is accurate to facilitate a smooth transaction.

Additionally, uploading essential documents such as a PAN card is required, and if a relevant court order exists, it can also be submitted. Once the form is submitted, a Unique Request Number will be generated, which should be retained for tracking the request’s status.

Finally, victims may be requested to complete additional legal requirements, such as submitting an indemnity bond to the police. Following this, the authorities and banks will process the restoration request in accordance with established legal procedures, providing a systematic route for victims to potentially recover their funds.
