The recent inclusion of gangster Satinderjeet Singh, known as Goldy Brar, on the FBI’s Ten Most Wanted Fugitives list has intensified scrutiny on his criminal activities globally. Indian authorities have long regarded him as a significant figure in organised crime. Brar is notably linked to the network of jailed gangster Lawrence Bishnoi, accused of orchestrating activities that include extortion, drug trafficking, and targeted assassinations.

Brar also faces allegations related to the murder of Punjabi singer Sidhu Moose Wala, which occurred on May 29, 2022. Additionally, he is implicated in a broader scheme involving recruitment of young individuals for criminal ventures, posing threats to influential leaders, and orchestrating terror operations. The case has unveiled a complex web of criminal behaviour purportedly spanning both India and North America.

In January 2024, the Government of India officially designated Brar as a terrorist under the Unlawful Activities (Prevention) Act (UAPA), a move that reflects heightened concerns regarding his activities. This classification has allowed Indian law enforcement to pursue his financial and logistical connections to terrorism more aggressively, even while he allegedly operates from outside the country.

Details of the UAPA Designation

The designation under UAPA marks a critical advancement in the Indian Government’s efforts against Brar. According to official statements, Brar was associated with the radical group Babbar Khalsa International (BKI) and allegedly received support from various cross-border entities. His activities were reported to undermine communal harmony and law enforcement in Punjab.

The government cited multiple instances of arms smuggling via drones and extortion attempts as part of Brar’s alleged modus operandi. Furthermore, they documented his use of social media to claim responsibility for assassinations and other violent acts. Prior to the UAPA designation, Indian agencies had already put forth a non-bailable warrant and a Look Out Circular against Brar as early as December 12, 2022, and sought an Interpol Red Notice in June 2022.

The UAPA framework permits authorities to target assets linked to terrorist activities, thereby bolstering efforts to disrupt Brar’s criminal networks. This significantly enhances India’s capacity to monitor and act against his alleged activities, especially given his status as a fugitive.

Brar’s Criminal Network and Previous Cases

Additionally, the National Investigation Agency (NIA) is conducting a comprehensive inquiry into the connections between Brar, the Lawrence Bishnoi gang, and the BKI. The NIA has indicated a plausible conspiracy framework where criminal gangs are allegedly engaged in arms smuggling, drug trafficking, and extortion, all while attempting to exert control over targeted populations.

Furthermore, an ongoing NIA investigation connects Brar to an extortion case in Chandigarh, revealing attempts to threaten and intimidate businessmen. The agency contends that Brar’s criminal network employs deceptive tactics, such as recruiting vulnerable youth to carry out illegal activities, including extortion and violent actions against non-compliant individuals.

Brar’s Residency in Canada and International Pursuit

Goldy Brar relocated to Canada in 2017 on a student visa and is believed to command a significant criminal operation from there. Prior to his notoriety following Moose Wala’s assassination, Punjab Police moved to initiate an Interpol Red Corner Notice against him in May 2022. Canadian authorities also included Brar on their list of most wanted fugitives in 2023.

The ongoing collaboration between Indian and Canadian officials is crucial in the efforts to extradite Brar. The recent attention from the FBI has further underscored the international dimension of the hunt for him. As investigations continue, Brar is expected to remain a key figure in discussions concerning transnational crime and terror activities.
