Gaurav Gogoi Criticizes Rijiju’s Record of Disruptions as Amit Shah Defends Parliamentary Conduct

The CSR Journal Magazine

The Lok Sabha witnessed a heated exchange as the no-confidence motion against Speaker Om Birla was deliberated. Congress MP Gaurav Gogoi targeted Parliamentary Affairs Minister Kiren Rijiju, accusing him of being notably disruptive towards Opposition members. This allegation arose after Rijiju remarked that members of the Opposition had resorted to using “unparliamentary words,” indicating he would respond to their comments. Gogoi responded by stating that historical records would reflect Rijiju’s tendency to interrupt more than any previous minister in that role.

Amit Shah Counters Allegations of Irresponsibility

In defense of Rijiju, Union Home Minister Amit Shah argued that interruptions are essential to maintain adherence to parliamentary decorum. He noted that during his own tenure as Parliamentary Affairs Minister, such interruptions were warranted in cases where the Opposition did not follow established rules. Shah acknowledged Rijiju’s frequent interruptions, labeling the Opposition as “irresponsible,” thereby suggesting that such behavior prompted the need for stricter enforcement of parliamentary conduct.

Resolution Aimed at Preserving House Dignity

During the session, Gogoi emphasized that the motion was introduced not out of personal grievances against Birla but as a measure to uphold the dignity of the Lok Sabha. He stated, “This resolution has been brought as a responsibility to protect the dignity of the House, not personally against Om Birla.” Earlier in the proceedings, Congress MP Mohammad Jawed formally submitted the no-confidence motion against Birla, which garnered support from over 50 MPs.

Parliamentary Procedures and Support for the Motion

Chairing the session, BJP MP Jagdambika Pal announced that 10 hours were allocated for the debate and urged members to focus solely on the resolution at hand. He underscored that the Speaker had extended generous permissions to facilitate discussions surrounding the Opposition’s resolution. A total of 118 Opposition MPs have co-signed the motion, citing biased actions on the part of the Speaker, particularly highlighting an incident in which Congress leader Rahul Gandhi was allegedly not permitted to address the House.

Claims of Misrepresentation During Session

Jawed, while reading the motion, further accused the Speaker of misrepresenting an incident involving female Opposition MPs, suggesting that there was a false claim regarding their intentions towards the Prime Minister. The discussion on the resolution will be initiated by Minister Kiren Rijiju, with further comments expected from various BJP members including Anurag Thakur, Nishikant Dubey, Ravi Shankar Prasad, and Bhartruhari Mahtab. Additionally, Chirag Paswan of the Lok Janshakti Party (Ram Vilas) is anticipated to address the House during the debates. Congress representatives Gaurav Gogoi, Manish Tewari, Deepender Singh Hooda, and Jothimani will argue in favor of the motion seeking the removal of Speaker Om Birla.
