Former Supreme Court Judge Appointed Head of Manipur Ethnic Violence Inquiry Commission

The CSR Journal Magazine

The Central Government has appointed Justice Balbir Singh Chauhan, a former judge of the Supreme Court, as the new chairperson of the commission of inquiry investigating the ethnic violence that erupted in Manipur in May 2023.

His appointment comes after the resignation of the previous chairperson, former Chief Justice of the Gauhati High Court, Ajai Lamba. Justice Chauhan is set to officially take charge on March 1, 2023, as Justice Lamba’s resignation will take effect from February 28, 2023.

Commission’s Mandate Remains Unchanged

The Ministry of Home Affairs issued a gazette notification confirming that the terms of reference and other conditions of the commission, as outlined in the original notification dated June 4, 2023, will remain unchanged despite the leadership transition. This affirmation ensures continuity in the commission’s goals and objectives as it moves forward with its investigation into the causes and repercussions of the violence.

Background of the Ethnic Violence

The ethnic violence in Manipur has had significant political and social ramifications. Following the outbreak of violence, the central government imposed President’s rule in the state, which lasted for nearly a year.

This measure was taken to restore order amid escalating tensions between different communities. Last month, President’s rule was lifted, and a democratically elected government was established, with Y Khemchand Singh taking on the role of Chief Minister.

Objective of the Inquiry Commission

The commission of inquiry is tasked with a comprehensive examination of the incidents that led to the violence, aiming to identify the underlying causes and responsibilities. The commission’s findings will play a crucial role in understanding the factors that contributed to the unrest and may inform future policy decisions regarding communal harmony and security in the state.

Implications of the New Leadership

Justice Chauhan, with his extensive legal experience, is expected to bring a new perspective to the inquiry. His prior judicial roles have equipped him with the necessary skills to handle complex legal matters, particularly those that involve sensitive social issues. His leadership is anticipated to be pivotal in navigating the intricacies of the investigation, ensuring that the commission conducts its work impartially and effectively.

Continued Focus on Manipur’s Stability

The situation in Manipur remains a priority for the central government, especially in the wake of the ethnic violence. The establishment of a new government aims to promote stability and foster dialogue among affected communities. The inquiry commissioned under Justice Chauhan is one of several efforts to restore confidence and ensure that peace is maintained in the region.

Expectations from the Commission’s Work

As the commission prepares to commence its work under the new leadership, stakeholders are closely monitoring its approach and findings. There is a general expectation that the commission will conduct a thorough investigation, engaging with various stakeholders, including local communities, political leaders, and civil society organizations, to gather diverse perspectives on the events that transpired. The outcome of this inquiry could significantly influence the future of communal relations in Manipur.
