Eighteen Killed in Ukrainian Drone Strikes on Student Dormitory in Luhansk

The death toll from a drone strike targeted at a student dormitory in the Russian-controlled Luhansk region of eastern Ukraine has reached eighteen, according to Russian officials. The casualties reportedly include many young women, as confirmed on Saturday following a contentious United Nations debate on the occurrence. Russian President Vladimir Putin directed military forces to explore retaliation options against Ukraine after Moscow accused Kyiv of orchestrating a calculated drone strike on a teacher training institution located in the town of Starobilsk.

Allegations and Responses

Ukraine’s military has denied any involvement in the incident, stating that its forces targeted an elite drone command unit in the vicinity and adhered to international humanitarian law. In contrast, President Putin asserted that the area did not house any military facilities. The facts surrounding the event remain unverified by independent news agencies.

At the location on Saturday, emergency workers operated cranes to clear debris from a large hole in the building. Inside, a classroom was left in disarray, with bricks and dust strewn across desks, one of which bore the inscription “I love English.” The stairwell was also obstructed by rubble, highlighting the destructive impact of the attack.

According to Russia’s state-run news agency RIA, the emergency ministry reported that the confirmed death count had risen to eighteen and included a preliminary list of twenty-one victims compiled by Leonid Pasechnik, head of the Russian-installed administration in Luhansk. The list indicated that the majority of those affected were female, with the youngest victim having recently turned eighteen. In addition, a report revealed that forty-one individuals sustained injuries, the youngest of whom was fifteen years old.

International Reactions

An emergency session of the UN Security Council convened by Russia on Friday saw accusations from Russian representatives against Ukraine for committing war crimes linked to the incident. Ukraine, however, refuted these claims, labelling them unfounded and unverified. Some countries called for access to the site of the attack to gather further information, while UN officials condemned attacks on civilians, recalling a recent Russian missile strike on a UN warehouse in Ukraine that resulted in two fatalities and significant aid losses.

Casualties from air strikes have plagued civilians in Ukraine, particularly those living far from the relatively static frontline in the southeast, where approximately one-fifth of the territory is under Russian control. Throughout the ongoing conflict, Russia has targeted Ukraine’s power infrastructure, and in response, Ukraine has intensified assaults on oil facilities within Russia, which have at times led to civilian harm. Both parties deny any intention to strike civilian targets.

Separately, reports emerged of a fire at an oil terminal in Novorossiysk, a Russian Black Sea port, resulting from falling debris from drones. Two individuals sustained injuries as a result of this incident, as officials confirmed. In statements regarding military actions, Ukraine claimed responsibility for strikes on Russia’s Sheskharis Black Sea oil terminal and the neighbouring Grushova oil depot. Furthermore, President Volodymyr Zelenskiy noted that military operations also targeted a sizable chemical plant in the Perm region of Russia, although regional authorities indicated that those drone strikes were intercepted without causing any damage.
