Delhi to Restrict Entry Of Non-BS6 Vehicles From November 1

The CSR Journal Magazine

Delhi will implement restrictions on vehicles registered outside the capital that do not meet BS6 emission standards starting from November 1, 2026. This initiative is part of the government’s winter pollution-control measures aimed at reducing vehicular emissions during a period when air quality typically deteriorates in the region. The restrictions will remain effective until January 31, 2027, impacting motorists travelling from neighbouring areas such as Noida, Gurugram, and Ghaziabad.

The notification detailing these restrictions was issued by the Environment Department of the Delhi Government on June 23. It specifically targets older vehicles that do not comply with the latest emission norms, thereby seeking to mitigate the rising pollution levels in the Delhi-NCR region during the winter months.

Motorists should be aware that only vehicles that adhere to BS6 emission standards will be permitted to enter Delhi. This includes certain exemptions for alternative-fuel and special-purpose vehicles, which will be discussed further.

Permitted Vehicles Under the New Regulations

Vehicles that are registered outside Delhi will be allowed entry if they comply with BS6 emission standards. The categories of vehicles that will be exempt from the restrictions include BS6-compliant petrol and diesel vehicles, Compressed Natural Gas (CNG) vehicles, Electric vehicles (EVs), and Liquefied Natural Gas (LNG) vehicles. Additionally, vehicles engaged in emergency and sovereign duties will also be permitted to enter the capital.

It is important to note that all vehicles entering Delhi must possess a valid Pollution Under Control Certificate (PUCC). This requirement is in line with existing regulations and is crucial for ensuring that vehicles meet the necessary emission standards.

Motorists travelling from neighbouring cities are advised to verify the compliance of their vehicles with the BS6 standards and ensure that their PUCC is current prior to entering Delhi.

Banned Vehicles and Additional Restrictions

Non-Delhi-registered vehicles that do not meet BS6 emission standards will be prohibited from entering Delhi during the restriction period. This ban applies to older petrol and diesel vehicles that fall below the required emission norms. Additionally, interstate buses arriving from other states will also need to comply with BS6 standards to gain entry into the capital.

Goods vehicles that are merely passing through Delhi without the capital as their destination will be required to use designated bypass routes, including the Eastern Peripheral Expressway (EPE) and Western Peripheral Expressway (WPE), among other notified alternative routes. This measure aims to reduce congestion and emissions caused by through-traffic within the city.

Furthermore, tractors and locally assembled ‘jugaad’ vehicles will also be subject to entry restrictions as per the notification. In conjunction with these measures, parking charges in Delhi will increase significantly from November 1, 2026, to February 28, 2027, as part of efforts to discourage the use of private vehicles. However, this increase will not apply to parking facilities managed by the Delhi Metro Rail Corporation (DMRC).

The Transport Department of the Government of the National Capital Territory of Delhi has initiated SMS alerts to inform motorists about the impending restrictions. These messages clarify that vehicles registered outside Delhi with emission standards below BS6 will not be allowed entry starting November 1, and violations may result in penalties under applicable regulations.
