The government of Delhi is implementing a new system to expedite the issuance of fire safety No Objection Certificates (NOCs) and certificates. Under the newly proposed framework, applications and renewals are expected to be processed within a maximum of 30 days via the Delhi Single Window System. This initiative aims to enhance the ease of doing business and significantly shorten the time required for obtaining fire-related approvals.

As part of the service level agreement, the scrutiny of applications will occur within fixed timelines, and physical inspections of premises will also be carried out in a structured manner. Currently, the Delhi Single Window System supports 95 government services, which include fire safety certificates and renewals across various occupancy categories.

Streamlined Process for Fire Safety Certificates

The proposed turnaround time for acquiring a fire safety certificate and its renewal, concerning occupancies outlined in Rule 27 of the Delhi Fire Service Rules, 2010, is set at 30 days. The initial stage of application scrutiny is scheduled to be completed within three days. Following this, the physical inspection will be conducted at several levels, including the Assistant Divisional Officer who will have 10 days, the Divisional Officer with five days, and the Deputy Chief Fire Officer, who will have four days for their respective evaluations. The Chief Fire Officer and Principal Director will also have four days each to issue the final fire safety certificate.

This structured timeline from the application stage to the issuance of the final certificate is designed to facilitate a more efficient process.

In addition, the proposed online renewal system for fire NOCs aims to align with this 30-day processing time once the integrated online platform of the Delhi Fire Service becomes operational. This system is anticipated to be ready by the end of the current year.

Shortened Approval Timelines for Specialised NOCs

The overall framework also includes expedited timelines for certain specialised fire NOCs, particularly those related to the establishment of explosives manufacturing units. The proposed turnaround for such fire NOCs is set at 15 days. Similarly, applications for permissions associated with the storage of explosives and flammable materials will also follow the same timeline. However, if a physical inspection is necessitated for the storage of these materials, the timeframe may extend to 30 days.

This comprehensive plan aims to clarify processing timelines and enhance overall efficiency in fire-related approvals. By centralising these services through the Delhi Single Window System, the government hopes to provide a more streamlined experience for businesses and ensure compliance with safety regulations.

Overall, these enhancements are geared towards making fire safety approvals more straightforward while reducing the duration from application to final certification. This initiative represents a clear move towards improving operational efficiency within the government’s various departments.
