Delhi Chief Minister Rekha Gupta expressed her commitment to ensuring the future and rehabilitation of children exiting child-care institutions. During a recent meeting with the Delhi Commission for Protection of Child Rights, she emphasised the importance of linking these individuals with educational resources, skill development, and job opportunities.

Gupta highlighted that mere provision of shelter is insufficient; comprehensive support is necessary for these children to attain self-reliance. Among the suggestions put forth, Gupta proposed a programme to facilitate the provision of autorickshaws for girls and e-rickshaws for boys as means of generating income. This initiative aims to empower young individuals from care institutions, allowing them to start their livelihoods effectively.

Gupta also instructed the commission to compile extensive information about children residing in care facilities. This data will include essential details such as the child’s name, age, the institution in which they are housed, duration of stay, educational qualifications, and skills acquired. Such comprehensive documentation is intended to streamline their transition into independent living.

Enhancements for Anganwadi and Palna Centres

The meeting further addressed the need to strengthen facilities at local anganwadi and Palna centres. CM Gupta suggested enlisting interns to develop reports that evaluate these centres’ conditions and examine the behaviour of workers towards the children they serve. Such assessments are crucial for identifying areas requiring improvement for the well-being of children.

Gupta also highlighted the significance of monitoring the preparation of mid-day meals in schools and nutritional provisions at anganwadi centres. With National Nutrition Month approaching, she stressed the urgency of inspecting these arrangements and promptly reporting any deficiencies to ensure that children receive adequate nourishment.

Additionally, ensuring the safety of children was paramount in Gupta’s recommendations. She urged the commission to mandate police verification for school staff, including bus and van drivers, attendants, and sanitation workers. These measures aim to enhance child safety within educational environments.

Promoting Awareness Campaigns

In her commitment to combating child begging, Gupta emphasised the need for sustained awareness campaigns regarding the Protection of Children from Sexual Offences Act. This initiative must be an ongoing effort, aimed at educating both adults and children about their rights and protections under the law.

Gupta also proposed a collaborative approach, enlisting the support of NGOs, civil society organizations, and resident welfare associations to work collectively in eradicating child begging in Delhi. By fostering local engagement, the campaign aims to address the issue more effectively and create a supportive environment for vulnerable youths.

Furthermore, the Delhi CM underscored the necessity of connecting children, particularly those at risk of begging, with education and skill-enhancement opportunities. Promoting career guidance in government and municipal schools was identified as a priority, intended to provide students with pathways to achieving a dignified life. Gupta’s vision aims to secure a better future for all children leaving care institutions, enabling them to navigate their transition successfully.
