Delhi CM Rekha Gupta Introduces ‘Green Budget’ for 2026-27, Designating 21% for Environmental Programs

On March 24, Delhi Chief Minister Rekha Gupta unveiled the budget for the 2026-27 fiscal year, characterizing it as a ‘green budget’ aimed at promoting environmental sustainability alongside balanced urban development.

During her address in the Budget session, CM Gupta stated, “I am pleased to announce that we have made special efforts to meet the needs of Delhi. This time, we have presented Delhi’s budget as a ‘green budget.’ We have viewed every plan through a ‘green lens.’ Every policy in this budget considers its environmental impact, each initiative reflects natural considerations, and every decision takes into account the concerns of future generations.”

Significant Financial Allocations and Strategies

CM Gupta highlighted that 21% of the entire budget has been allocated specifically for initiatives targeting environmental improvement. “This budget signifies a historic shift in governmental thinking, establishing a balance between development and environmental protection—an essential need of our time,” she remarked. In terms of financial distribution, she detailed that the budget consists of 70.3% designated for revenue expenditure and 29.7% for capital expenditure, indicating an increase in capital funding compared to the previous year. The tax to Gross State Domestic Product (GSDP) ratio, which stood at 4.95% for 2025-26, is projected to rise to 5.09% for 2026-27, reflecting growth. Gupta further announced that Delhi’s revenue surplus for the current year is expected to reach Rs 9,092 crore.

Vision for a Developed and Green Delhi

CM Gupta emphasized that the slogan ‘Viksit Delhi, Harit Delhi’ encapsulates a vision rather than just rhetoric, aiming to foster a positive, safe, and thriving environment for the residents of Delhi. “Last year, we worked on redirecting Delhi’s development trajectory, and with this budget, we intend to implement concrete measures to enhance the conditions in our capital,” she noted. Expressing gratitude to the people of Delhi, she affirmed that the government remains committed to serving its citizens continuously. “The government is dedicated to working tirelessly to make Delhi a better place,” she added.

Continuation of Budget Session

The Delhi legislative assembly’s Budget Session for 2026-27 is scheduled to continue until March 25. This ongoing session allows for further discussions and considerations pertaining to the proposed environmental initiatives and budgetary allocations.
