Chief of the Army Staff General Dhiraj Seth has embarked on an official three-day visit to Russia, starting September 16. The primary objective of the visit is to fortify the longstanding defence partnership and enhance military-to-military cooperation between India and Russia. This visit, which is set to conclude on September 18, signifies the ongoing commitment to strengthening ties in the defence sector.

During his time in Moscow, General Seth is scheduled to receive a ceremonial Guard of Honour. Additionally, he will pay respects at the Tomb of the Unknown Soldier, which serves as a tribute to fallen soldiers. Such actions underline the significance of military tradition and respect in the engagement between the two nations.

The General will hold discussions with Colonel General Andrei Nikolayevich Mordvichev, who is the Commander-in-Chief of the Russian Land Forces. The discussions will focus on areas of mutual interest, notably military training and professional cooperation. These talks are expected to highlight the collaborative nature of both countries in the defence sector.

Professional Engagements in Russia

As part of his visit, General Seth will tour the National Defence Control Centre in Moscow. He will meet with senior officials from the Russian Ministry of Defence, including Deputy Defence Minister Vasily Sergeyevich Osmakov, who oversees defence industry matters and procurement. This engagement will facilitate an exchange of insights regarding current military developments.

According to an official statement from the Ministry of Defence, the visit underscores the commitment both India and Russia have towards continued military diplomacy and Army-to-Army collaboration. General Seth’s meetings are aimed at enhancing the depth of military cooperation and reinforcing the existing defence framework between the nations.

The evolving relationship between India and Russia has transitioned from a traditional buyer-seller dynamic to a more integrated approach involving joint research, development, and production of advanced defence technologies. This evolution is critical for both nations as they seek to better equip their armed forces.

Future Prospects in Defence Collaboration

General Seth’s agenda also includes a visit to Saint Petersburg, where he will engage with the leadership and faculty at the Mikhailovskaya Military Artillery Academy. This visit signifies an investment in educational and training exchange, further solidifying professional ties between the two military establishments.

The Ministry of Defence highlights that Russia remains a crucial source for India’s defence equipment, including engines, spare parts, and various components. Several platforms of Russian origin are assembled or manufactured within India, such as T-90 tanks and Su-30 MKI aircraft. This local production strengthens the indigenous capabilities of the Indian military.

In addition to land forces, the defence relationship between the nations encompasses naval cooperation as well. The commissioning of INS Tamal, a notable stealth multi-role frigate, marks significant progress in this regard. This ship was officially commissioned on July 1, 2025, further reflecting the joint maritime capabilities being developed.

The efforts towards co-development and co-production of defence equipment signal a long-term vision shared by India and Russia. Both countries are exploring potential collaborations that may include the BrahMos missile system, marking a significant advancement in defence technology and export opportunities.
