The 3rd National Conference of Anti-Narcotics Task Force (ANTF) heads will be inaugurated by Union Home Minister Amit Shah in New Delhi on September 22. The conference will centre around achieving the objectives outlined in the Vision Document on Narcotics Control for the years 2026 to 2029. This two-day event, organised by the Narcotics Control Bureau (NCB), is expected to draw attendance from the heads of ANTFs representing 36 states and Union Territories, as well as officials from relevant government departments and stakeholders.

According to the Ministry of Home Affairs, the conference is designed to provide a robust platform aimed at safeguarding future generations from the threats posed by drug abuse. The theme, “United Resolve, Shared Responsibility”, underlines the collaborative effort required to tackle drug trafficking and substance misuse across the nation.

Key discussions will revolve around the progress made by various states and UT ANTFs in relation to the targets established in the newly released Vision Document. The conference will also address strategies for supply and demand reduction, as well as harm reduction measures that align with the Central government’s objectives.

Technical Sessions and Strategic Focus

The conference will feature eight technical sessions focusing on crucial aspects of narcotics control. Among these sessions are discussions on institutional mechanisms for the Vision Document, dismantling network linkages and cartels, and demand reduction initiatives including prevention and rehabilitation. Each session is crafted to provide insights on improving the effectiveness of drug law enforcement measures in India.

Furthermore, sessions will explore topics such as the regulation of precursors and synthetic drugs, methods for destroying illicit cultivation, and investigations related to the Darknet and cryptocurrency. The structure of these discussions is indicative of a comprehensive approach to facing multifaceted challenges in combating drug-related issues.

Emphasising a whole-of-government approach, the deliberations aim to foster renewed commitment among participating states, departments, and agencies in effectively facing drug trafficking over the next three years. The expected outcomes include actionable strategies that will further strengthen drug law enforcement efforts and protect the country’s youth from the perils of substance abuse.

Significance of the Conference

The national event seeks to enhance partnerships between the NCB and the state as well as UT ANTFs, emphasising a collective effort to combat drug-related concerns in alignment with the vision of a drug-free India. In addition to policy discussions, Home Minister Shah will unveil new Television Commercials (TVCs) aimed at raising awareness about the dangers of drugs, and he will also lay the foundation stones for new NCB complexes in Lucknow and Dehradun.

During the conference, exceptional performers among the state and UT ANTFs will be recognised and awarded for their dedication and effective strategies in the fight against drug abuse. The launch of a revamped NCB website is also part of the initiative to make information more accessible to the public.

Under the leadership of Prime Minister Narendra Modi and the guidance of Union Home Minister Amit Shah, the Central government continues to operate in a ‘mission mode’ to safeguard the nation’s youth from the harmful effects of drug abuse. Prime Minister Modi’s vision of a ‘Viksit Bharat’ by the year 2047 is intrinsically linked to achieving the goal of a drug-free nation.
