US President Donald Trump has introduced a comprehensive 15-point strategy aimed at concluding the ongoing conflict with Iran. This proposal has emerged amidst growing tensions, following the onset of hostilities on February 28, when US and Israeli forces conducted military operations that resulted in the death of Iran’s supreme leader, Ali Khamenei. The conflict has led to significant human and economic tolls, severely disrupting global markets. While both the US and Iran have refrained from publicly acknowledging direct talks, various reports indicate that negotiations have been discussed behind closed doors.

Key Elements of the Proposal

Trump’s 15-point plan reportedly emphasizes a temporary cessation of hostilities to facilitate long-term discussions. Central components of this plan include the implementation of a 30-day ceasefire, the dismantling of Iran’s nuclear installations located in Natanz, Isfahan, and Fordow, and a commitment from Iran to permanently refrain from developing nuclear weapons. Additional stipulations involve transferring Iran’s enriched uranium stockpile to the International Atomic Energy Agency (IAEA) and allowing comprehensive IAEA oversight of Iran’s nuclear activities without domestic uranium enrichment. The proposal also calls for limits on the capabilities of Iran’s missile programs, cessation of Tehran’s support for regional proxy forces, and halting Iranian attacks on energy infrastructure in neighboring regions. Furthermore, it suggests reopening the strategic Strait of Hormuz and lifting US sanctions against Iran, including the suspension of the UN snapback mechanism. The plan includes US assistance for electricity generation at Iran’s Bushehr nuclear facility.

Potential Army Deployment and Escalation Prep

In parallel to these diplomatic efforts, the US seems to be preparing for a potential escalation in the situation, with reports indicating troop deployments to the Middle East. The 82nd Airborne Division, noted for its rapid response capabilities, is being mobilized as a precautionary measure amidst the continuing instability. Additionally, various incidents have heightened tensions in the region, including disruptions linked to drone attacks and reported military confrontations.

Iran’s Response to the US Plan

In response to the proposed plan, Iranian officials have dismissed the US demands as excessive and reiterated that Iran would not permit the US to dictate the timeline for the conclusion of the conflict. Tehran maintains that no negotiations are currently taking place, and military leadership has firmly rejected discussions, especially given past attempts at negotiations that resulted in hostilities. Iranian military spokesperson Ebrahim Zolfaqari emphasized the impossibility of agreements, stating that “people like us can never get along with people like you.” Furthermore, Iran’s Islamic Revolutionary Guard Corps (IRGC) has communicated its unwillingness to negotiate under the present conditions.

Iran’s Conditions for Peace

Despite rejecting the US’s framework, Iran has articulated several conditions it believes are necessary for any peace settlement. President Masoud Pezeshkian indicated that recognizing Iran’s legitimate rights, compensating for losses incurred during the conflict, and providing strong international assurances against future aggression are essential elements for ending hostilities. Additionally, Iran seeks the removal of international sanctions, the closure of US military bases in proximity to its borders, and the establishment of a new mechanism for managing traffic through the strategically important Strait of Hormuz.
