The Special Fast Track Court located at Rouse Avenue has instructed the Central Bureau of Investigation (CBI) to complete its review of the charge sheet in the NEET UG paper leak case by 8 am tomorrow. The court has mandated that copies of the charge sheet be distributed to the accused by August 6. The charge sheet, which is currently awaiting judicial review, has significant implications for the ongoing proceedings.

Additionally, the court has postponed the bail hearings for accused individuals Dinesh Biwal and Vikas Biwal until August 6. Their legal representatives requested that a copy of the charge sheet be provided prior to the bail hearing. The court has also stipulated that all accused must be presented following the expiration of their judicial custody.

Advocate A P Singh has requested permission for lie detector tests, brain mapping, and polygraph examinations for the accused Mangilal Biwal, Dinesh Biwal, and Vikas Biwal. Special Judge Ajay Gupta has instructed the CBI to respond to this application, which is under review.

Background of the Case

On July 29, the Special Fast Track Court pointed out the absence of necessary documents, including a list of statements and articles related to the charge sheet. According to the CBI, the charge sheet encompasses around 20,000 pages of detailed evidence, which is currently undergoing scanning for the benefit of the 13 accused individuals involved in the case.

Judge Anu Grover Baliga previously allowed for three days to review the documents and had scheduled the charge sheet for consideration on August 3. Following today’s directives, the new date for submission of the charge sheet has been set for August 6, which signifies a critical juncture in the legal proceedings.

The CBI has formally submitted a charge sheet against 13 individuals for various offences, including criminal conspiracy, cheating, criminal breach of trust, and destruction of evidence, as well as violations under the Prevention of Corruption Act and the Public Examination (Prevention of Unfair Means) Act, 2024. The investigation cited an extensive amount of evidence, including 360 witnesses and 422 documents.

Investigation Developments

On May 12, 2026, the Department of Higher Education, Government of India, lodged a formal complaint regarding suspected irregularities in the NEET-UG 2026 examination held on May 3, 2026. Following this, the CBI registered an FIR the same day and established multiple teams comprising 72 officers and eight cyber forensic experts to address the allegations.

Investigative efforts included searches at 92 locations across various states such as Maharashtra, Rajasthan, Haryana, and Delhi, which resulted in the recovery of incriminating materials such as digital devices and documentation. Forensic analysis of these materials is currently in progress. The first arrest occurred on May 13, 2026, and a total of 13 individuals have been taken into custody, including three National Testing Agency subject experts.

The authorities have also identified and arrested intermediaries who allegedly sourced and disseminated the leaked examination questions, along with two individuals connected to coaching institutes who procured these materials. The CBI has frozen multiple bank accounts, lockers, and a demat account associated with the accused individuals to follow the financial trail linked to the case.
