Pune Prepares Roads for International Cycling Race Amid Commuter Concerns

The CSR Journal Magazine

Pune is gearing up for the Pune Grand Tour, an international cycling event scheduled from January 26 to 31, 2027. In anticipation of this event, the city is undertaking significant road improvements to enhance the cycling route. Civic agencies have been given specific deadlines to ensure that necessary repairs and upgrades are completed in time for the race. This initiative has raised questions about the need for such events to prompt routine municipal maintenance.

The Pune Municipal Corporation (PMC) has announced plans to upgrade 84 km of newly added stretches along the race route, which has expanded from approximately 75 km to around 135 km within PMC limits. The scope of work includes road resurfacing, footpath repairs, and the installation of signage and road markings. These enhancements are generally seen as positive developments for the city’s infrastructure.

However, past experiences from the inaugural race in January 2026 serve as a cautionary reminder. Roads that were improved for the earlier event were later excavated for utility work, leading to the emergence of potholes and uneven surfaces. The administration has since imposed strict deadlines for excavation work and has cautioned agencies against reopening roads once they have been designated for repairs.

Challenges of Civic Administration

The challenges facing civic administration are multifaceted. While constructing roads is one aspect, maintaining them post-construction is another. When multiple agencies dig up newly repaired roads for various utility installations, the resulting poor patchwork can inconvenience commuters and burden taxpayers. The proposed removal of speed breakers and rumblers along the cycling route further complicates the situation. The PMC plans to eliminate these obstacles for the race and reinstall them afterwards, adhering to guidelines set by the Indian Road Congress.

Aniruddha Pawaskar, head of the road department, has indicated that the work will be executed under existing contracts without a separate budget allocation. While the removal of speed breakers may be necessary for the safety of cyclists, it raises questions about the initial design and placement of these installations. Speed breakers are intended to enhance safety, particularly in areas frequented by pedestrians and near schools.

The need to remove and later reinstall speed breakers highlights inconsistencies in road planning. Properly designed speed breakers should not only slow down vehicles but also ensure safety for all road users. The temporary removal for the race, while practical, underscores the necessity for better planning in the first instance.

Broader Implications for Urban Infrastructure

The PMC has been tasked with improving footpaths, levelling utility chambers, and rectifying defects along the race corridor. These improvements are not solely for the benefit of cyclists; they also enhance the daily experiences of all residents. A well-constructed manhole benefits motorcyclists, unobstructed footpaths assist the elderly, and well-designed junctions promote safety for both pedestrians and motorists.

As the city prepares for the race, it is essential to evaluate the improvements based on their long-term impact. Are the footpaths continuous and accessible? Are utility trenches restored to the required standards? Are contractors held accountable for premature repairs? Moreover, will the upgrades withstand the monsoon season and subsequent excavation works?

Pune’s aspirations for international sporting events, including hosting the 2032 UCI Road World Championships, necessitate durable infrastructure and effective road management. However, the legacy of these events should extend beyond international acclaim and the smooth passage of cyclists. It should be reflected in the daily commutes of residents who rely on these roads long after the events conclude.
