Incident Details and Discovery

Posters questioning the government’s performance were discovered inside a train on the Delhi Metro’s Airport Express Line on Saturday, prompting the Delhi Police to file a First Information Report (FIR) against unidentified individuals. The incident reportedly took place on October 20, when Tarun Chaudhary, a train operator with the Delhi Metro Rail Corporation (DMRC), was on duty. The train had departed from New Delhi station around 6:50 pm and arrived at Yashobhoomi station at approximately 7:15 pm.

During an inspection from the cabin, Chaudhary noticed two posters affixed to a seat. The posters, which were A4-sized and printed in black and white, contained various claims about changes in the country over recent years. They also included a QR code inviting individuals to join an online group. Following his discovery, Chaudhary removed the posters and promptly informed his senior officers and the Operations Control Centre.

Subsequently, he was instructed to hand over the posters to the station controller at Dwarka Sector 21. The station controller then alerted the police, leading to the seizure of both posters. The FIR filed by the police cites violations under the Delhi Prevention of Defacement of Public Property Act, 2007, and the Metro Railways Act, 2002.

Content of the Posters

The posters featured several phrases that aimed to engage the public, including “You Can Change Your Own Life,” “Voting Protest,” “Spectrum of Engagement,” “Community Building Reform,” and “Dissatisfied? You Are Not Alone.” Each phrase was designed to provoke thought and encourage public discourse on various issues related to governance and civic engagement. The presence of a QR code suggests an attempt to mobilise individuals towards a collective cause or discussion.

According to police sources, the posters made nine claims regarding significant changes in the country over the past few years. The specifics of these claims have not been disclosed, but their appearance in a public transport setting indicates an effort to reach a broad audience. The use of the Delhi Metro as a platform for such messages highlights the potential for public transport to serve as a medium for civic expression.

The investigation into the incident is ongoing, with the Delhi Police Special Cell involved in efforts to identify the individuals responsible for placing the posters inside the train. Authorities are reviewing surveillance footage and other evidence to ascertain how and when the posters were affixed to the train.

Impact on Public Transport and Governance

The Airport Express Line of the Delhi Metro connects New Delhi railway station to Yashobhoomi Dwarka Sector 25, with key stops including Shivaji Stadium, Dhaula Kuan, Delhi Aerocity, and IGI Airport Terminal 3. This high-speed corridor provides a vital link between central Delhi and the Indira Gandhi International Airport, facilitating travel for both residents and visitors.

The incident raises questions about the use of public spaces for political expression and the measures in place to ensure that such expressions do not violate laws regarding public property. The Delhi Prevention of Defacement of Public Property Act, 2007, aims to prevent damage to public property, and the Metro Railways Act, 2002, governs the operation of metro services in the region.

As the investigation unfolds, the implications of this incident may extend beyond the immediate legal ramifications. It could potentially lead to discussions about freedom of expression in public spaces and the responsibilities of individuals when utilising such platforms for political messaging. The outcome of this case may influence future interactions between civic engagement and public transport systems in Delhi.
