Philippines Orders Arrest of Senator Ronald dela Rosa Over ICC Crimes Against Humanity Charges

The Philippine justice secretary has mandated law enforcement to apprehend Senator Ronald “Bato” dela Rosa, who is sought by the International Criminal Court (ICC) for alleged crimes against humanity. This order follows a recent decision by the Supreme Court of the Philippines to dismiss his legal efforts to block his arrest.

Justice Secretary Fredderick Vida stated that anyone aiding dela Rosa in evading capture would “face consequences.” He emphasised the commitment to pursue justice in the case, labelling the senator as a “fugitive from justice.”

Although Vida refrained from providing details regarding the senator’s whereabouts, dela Rosa’s legal representatives have suggested that he is still within the country. Recent reports have indicated that he had briefly emerged from hiding, sought refuge in the Senate, and then vanished on May 14, 2026, amid reported chaos.

Background of Dela Rosa’s Alleged Crimes

Dela Rosa previously served as the national police chief and was a prominent figure in the controversial “war on drugs” initiated during President Rodrigo Duterte’s administration from 2016 to 2022. The campaign faced widespread criticism over human rights violations, as thousands of individuals suspected of drug involvement reportedly lost their lives in police operations.

Dela Rosa has consistently denied any participation in or incitement of illegal killings during this violent period, maintaining his innocence. Additionally, former President Duterte has been implicated in similar accusations of crimes against humanity and has been in ICC custody since March 2025.

Responses from Law Enforcement and Legal Representation

Jose Melencio Nartatez, the chief of the Philippine National Police (PNP), acknowledged the Justice Department’s directive, implying a readiness to act under the law. However, he refrained from committing to immediate arrest procedures against dela Rosa.

In a statement, Nartatez assured the public that the PNP would conduct all actions with impartiality and professionalism, respecting constitutional rights throughout the process. This indicates a cautious approach as the law enforcement agency prepares to comply with governmental directives.
