On March 9, the second phase of the Budget Session in Parliament will commence, with External Affairs Minister S Jaishankar scheduled to provide insights on “The Situation in West Asia” in the Lok Sabha. This statement comes amid increased global scrutiny of the ongoing conflict in the region, particularly following the February 28 military strikes by the United States and Israel that resulted in the death of Iran’s Supreme Leader Ayatollah Ali Khamenei. In a swift response to these strikes, Tehran initiated counterattacks targeting American military installations across several West Asian nations and Israeli assets throughout the area. As the External Affairs Minister prepares to make his address, opposition MPs have voiced their demand for a broader discussion on the conflict.

Opposition’s Strategy Against Lok Sabha Speaker

In addition to the statement regarding West Asia, Congress MPs are anticipated to present a resolution for a No-Confidence Motion against Lok Sabha Speaker Om Birla. This motion has garnered the support of 118 opposition MPs, who accuse the Speaker of displaying “partisan” behavior after Leader of the Opposition Rahul Gandhi was reportedly not given the floor to speak during a previous session. The resolution aims to be introduced if the House grants the necessary leave for the motion’s discussion.

Obituary References in the Budget Session

The Lok Sabha will also pay tribute to late Meghalaya MP Ricky Andrew J. Syngkon, marking the beginning of the session with obituary references. Other notable tributes will be made in memory of Kumari Sushila Tririya, Devi Bux Singh, Purnmasi Ram, and KP Unnikrishnan. Meanwhile, the Rajya Sabha is set to commence its proceedings with similar obituary references for Mukul Roy, Janardhan Waghmare, and HK Dua. These acknowledgments reflect the ongoing respect for the contributions of former members of Parliament.

Discussion on Constitutional Proclamation and Legislative Business

In the Rajya Sabha, Union Minister Nityanand Rai is expected to present a copy of the presidential proclamation related to Article 356 of the Constitution. This proclamation, issued on February 4, revokes the earlier proclamation from February 13, 2025, which had imposed President’s Rule in Manipur starting from February 4. Additionally, discussions are likely to focus on the functioning of the Ministry of Environment, Forest and Climate Change, among other legislative business during this session.

Budget Session Timeline and Legislative Agenda

The second phase of the Budget Session is scheduled to continue until April 2, 2026. During this period, essential legislative activities, including the Union Budget for 2026-27, are set to be addressed. The session initially commenced on January 28 with the President’s address to a joint sitting of both Houses, comprising a total of 30 sittings over 65 days until April 2. This timeline underscores the important legislative agenda that the Parliament aims to fulfill in the upcoming sessions.
