Microsoft, Google, xAI to Provide Models to United States for Security Testing

Microsoft, Google, and xAI have entered into an agreement that allows the United States federal government access to their latest artificial intelligence models for the purpose of national security testing. This collaboration comes shortly after the Pentagon made a similar announcement involving seven major technology companies to incorporate AI within classified systems.

The arrangement was disclosed on 5 May 2026 by the Center for AI Standards and Innovation (CAISI) under the US Department of Commerce. The deal is designed to address rising concerns over the potential misuse of advanced AI systems, particularly regarding Anthropic’s newly launched Mythos AI model, which has stirred debate due to its capabilities.

Through this agreement, the US government will be able to conduct evaluations of these AI models prior to their deployment, aiming to assess both their effectiveness and associated security risks. Such scrutiny is intended to pre-emptively identify threats that these advanced technologies may pose, ranging from cyberattacks to the potential for military applications.

Focus on Unexpected Behaviours

According to statements from Microsoft, the company will collaborate with government scientists to probe AI systems thoroughly, exploring unexpected behaviours that could indicate vulnerabilities. This partnership aims to foster the development of shared datasets and workflows that will facilitate rigorous testing of AI models.

This agreement aligns with commitments made by the Trump administration in July to partner with technology companies in scrutinising their AI technologies for national security implications. The initiative reflects a growing urgency to ensure that such technologies are safe and reliable before they are widely adopted.

Washington officials have increasingly expressed concerns regarding the rapid development of powerful AI systems, emphasising the need for pre-emptive measures to safeguard national security interests. The underlying goal of securing early access to these advanced models is to mitigate potential risks before their general release.

Broader Context and Implications

The recent partnership is part of a broader strategy that extends back to agreements made in 2024 with companies such as OpenAI and Anthropic under President Joe Biden’s administration. During this period, CAISI, initially known as the US Artificial Intelligence Safety Institute, concentrated on establishing standards and testing procedures aimed at ensuring the security of AI technologies.

Chris Fall, the director of CAISI, highlighted the importance of rigorous measurement science in understanding the implications of advanced AI for national security. The centre has been proactive, having completed over 40 evaluations of cutting-edge AI models that have not yet been made available to the public.

To thoroughly assess these technologies, developers often provide modified versions of their models with existing safety features reduced. This approach allows CAISI to investigate potential security risks comprehensively.

Market Reactions and Future Directions

In financial markets, Microsoft’s stock reacted negatively to the announcement, declining by 0.6 per cent during midday trading. Conversely, Alphabet, the parent company of Google, experienced a rise of 1.3 per cent in its stock value. xAI is currently not traded on public exchanges, so its market impact is not reflected in stock movements.

The newly established agreement between the Pentagon and seven prominent tech companies—Google, Microsoft, Amazon Web Services, Nvidia, OpenAI, Reflection, and SpaceX—underscores a focused effort to integrate AI into classified computer networks to enhance operational decision-making for military personnel.

However, it is notable that Anthropic has been excluded from this collaborative list following previous disputes and legal challenges with the Trump administration regarding the ethical considerations and safety implications of using AI technologies in military contexts.
