Mega Anti-Naxal Operation Initiated Ahead of March 31 Deadline

With less than a week remaining until the government’s March 31 deadline aimed at curbing left-wing extremism, security personnel have ramped up operations in key areas affected by Maoist activities. The objective is to track down and neutralize remaining armed cadres, either through active confrontations or by facilitating their surrenders. A senior commander from the Central Armed Police Forces confirmed plans for full neutralization of armed Naxals by the given deadline, as announced by the Union Home Minister. Over the next five to six days, major operations will be conducted in these regions.

Ongoing Surveillance of Armed Cadres

Security agencies are currently monitoring an estimated 130 to 150 armed cadres, including two members from the central committee of the banned Communist Party of India (Maoist) along with other operatives of divisional rank. Authorities stated that preparations are underway for an operations and development strategy, encompassing the withdrawal of approximately five battalions from Central Armed Police Forces as well as the introduction of various welfare schemes.

Relocation of CoBRA Units for Tactical Operations

As part of this intensified campaign, three to four units from the CoBRA, which is part of the Central Reserve Police Force, are being transferred from Chhattisgarh to Jharkhand. Their focus will be on conducting special operations in the Saranda forest region of West Singhbhum district, where they are specifically searching for Bhaskar Misir Besra, a key figure associated with Naxalite activities.

Strategic Movements in Bastar Region

In the Bastar region of Chhattisgarh, teams comprising the CRPF, Border Security Force, and Indo-Tibetan Border Police are being relocated with the intention of engaging armed Maoist factions through encounters or persuading them to surrender. There are also plans for a collaborative operation that involves multiple states, including Maharashtra, Chhattisgarh, Telangana, and Odisha.

Potential Surrender Noted Among Leaders

Notable figures, such as Rammanna, widely recognized as Ganapathi or Laxman Rao, may be opting to surrender to law enforcement by the March 31 deadline. Officials have indicated that a significant restructuring of security presence in Koraput district and surrounding Odisha areas will unfold, including the relocation of a Border Security Force sector office and three battalions, which may be reassigned to border duties or to Manipur, depending on the circumstances.

Chhattisgarh to Assume Control of CAPF Camps

Further changes in Chhattisgarh are anticipated, with an expected announcement on March 31 regarding the withdrawal of several CAPF battalions. Ground operations will be handed over to local police and the Chhattisgarh District Reserve Guard, which will take charge of CAPF facilities previously stationed in the area.

Efforts in Demining Operations

The state police and CAPFs are also involved in a coordinated demining initiative to locate hidden Improvised Explosive Devices and bombs in areas affected by Naxalite violence. A review of regions impacted by left-wing extremism conducted in February indicated that the total number of affected districts stands at seven, which include specific districts in Chhattisgarh, Jharkhand, and Odisha.

Context of Left-Wing Extremism in India

Left-wing extremism remains a pressing security concern in India, with the Ministry of Home Affairs highlighting that a total of nine states are affected by this issue. Although the situation has improved since its peak in 2005-06, the Home Minister has reiterated the commitment to eliminate Naxalite violence, which has claimed approximately 17,000 lives since its emergence in 1967.
