Lok Sabha Speaker Om Birla Calls for Enhanced Women’s Representation in Legislative Bodies

Lok Sabha Speaker Om Birla has articulated the significant need for increased representation of women in legislative bodies, asserting that India’s evolving political landscape necessitates their enhanced involvement in policymaking and law establishment. Delivering his remarks at the conclusion of the Commonwealth Parliamentary Association (CPA) India Region Zone VII Conference in Goa, Birla pointed out that women are excelling across diverse sectors, including business, education, and science, and therefore their representation in legislatures must be expanded to reflect this progress.

Birla noted that bolstering women’s representation from grassroots panchayats to state assemblies and the national Parliament is essential for a greater impact in law shaping. He highlighted the importance of adapting the legislative framework to better serve contemporary needs, referencing the Constitution’s evolution through relevant amendments that address shifting societal requirements.

Youth Engagement and the Democratic Process

During the conference, Birla commented on the active participation of young legislators, who he said contributed valuable insights on pressing themes. He underscored that their viewpoints should be utilised and disseminated within their constituencies and legislative assemblies, thereby enriching public engagement in the democratic process.

He further expressed that leveraging the potential of these young politicians is pivotal for realising the vision of a Viksit Bharat by 2047. The speaker praised coastal states such as Gujarat, Maharashtra, and Goa, highlighting their ability to address challenges while simultaneously promoting tourism, trade, and environmental conservation.

Birla’s advocacy aligns with a broader dialogue regarding women’s representation in legislative frameworks, reinforcing the narrative that fostering gender inclusivity is integral to India’s democratic maturation.

Government’s Commitment to Women’s Reservation

In a related development, Prime Minister Narendra Modi has declared that the establishment of reservations for women in legislative assemblies is crucial at this juncture. He remarked that any delays in implementing such measures would be “deeply unfortunate.” Modi’s comments were made in the context of the Union cabinet approving a draft amendment bill to the Women’s Reservation Act, aimed at ensuring its operationalisation in the 2029 Lok Sabha elections.

The proposed amendment guarantees a thirty-three per cent reservation for women across legislative bodies, institutionalising their representation. This move comes under the Constitution (One Hundred and Sixth Amendment) Act, 2023, known as the Nari Shakti Vandan Adhiniyam, which aims to reshape the political landscape in favour of increased female participation.

Birla and Modi’s assertions underline a growing consensus in Indian politics regarding the necessity of women’s legislative involvement, marking a significant step towards inclusive governance. The proposed legislation will reserve one-third of all seats for women in both the Lok Sabha and State Legislative Assemblies, including the Legislative Assembly of the National Capital Territory of Delhi. This initiative is anticipated to encourage a more balanced representation at various levels of political decision-making.
