Kerala Budget 2026-27 Allocates Rs 325 Crore to Tourism and Industry Status Initiatives

The revised Budget for Kerala in the financial year 2026-27 has made a notable allocation of Rs 325.36 crore aimed at enhancing the tourism sector. Chief Minister V D Satheesan presented his first budget on Friday, emphasising the government’s commitment to prioritising tourism as a crucial part of the state’s development agenda. The budget outlines various projects that span hospitality, eco-tourism, heritage, and medical tourism.

Satheesan announced plans to elevate tourism to industry status, which would allow the sector to receive similar incentives currently available for other industries. To facilitate this transition, the government intends to introduce necessary amendments to existing regulations that govern land use, particularly in plantation areas designated for tourism activities.

Numerous projects are slated for implementation in Alappuzha district. Under the Mega Tourism Circuit Project, which received central assistance during previous governance, plans are in place to renovate tourism amenity centres and houseboat terminals to ensure they become functional assets for visitors.

Projects and Initiatives to Enhance Local Tourism

A waste treatment facility will be established in Alappuzha to manage waste generated by houseboats and other tourism-related activities, thereby addressing environmental concerns. Additionally, a Pilgrimage Tourism Circuit Project has been announced, which will connect several significant religious sites, including Arthunkal Basilica, Ambalappuzha Temple, and Mannarasala, among others.

Furthermore, comprehensive development plans are being devised for the Pathiramanal Island Eco-Tourism Centre. New ropeway connections between Muhamma Jetty and the island will also be introduced, enhancing accessibility and visitor experience. The budget has also allocated Rs 19 crore for expanding the Muziris Tourism Project, intending to position it as India’s leading heritage tourism destination, while ensuring the preservation of ancient monuments.

Efforts to cultivate environmentally sustainable tourism will include the establishment of live and heritage museums, along with boat rides through traditional waterways. A pilot initiative named the ‘Green Marshals’ scheme will focus on promoting cleanliness and responsible tourism behaviour, training women to act as environmental ambassadors in key tourist locations such as Fort Kochi and Kovalam.

Focus on Sustainable and Community-Based Tourism

The Kerala government aims to enhance eco-tourism, biodiversity tourism, and cultural tourism, with plans to establish community-based hubs to create local employment and preserve traditional practices. The introduction of the ‘Brand Wayanad’ concept is also aimed at boosting regional tourism, alongside promoting Ashtamudi tourism.

There is an emphasis on women-led initiatives, intending to expand homestays and responsible tourism projects throughout the state. The budget indicates advancements in smart tourism through the development of AI-enabled digital platforms to improve visitor experiences and interactions.

Additionally, the government intends to attract international students through academic tourism initiatives and is planning to create an International Maritime Museum, which will play a central role in enhancing Kerala’s maritime tourism sector. An allocation of Rs 50 crore has been set aside for this purpose, showing the state’s intent to diversify its tourism offerings.

Overall, the revised budget details an extensive plan aimed at enhancing tourism in Kerala by combining investments with infrastructure improvements and community participation initiatives, while highlighting the importance of heritage and eco-tourism.
