India Sets Ambitious Climate Goals: 45% Emission Reduction, 60% Non-Fossil Fuel Power by 2035

India has taken significant steps to enhance its climate commitments by vowing to reduce the emissions intensity of its GDP by 47 percent by the year 2035 compared to levels recorded in 2005. This initiative reflects a stronger commitment to transitioning towards cleaner energy sources while also expanding the nation’s natural carbon sinks. These updated targets affirm India’s role as a vital player in the global fight against climate change, linking economic development with sustainable practices.

New Renewable Energy Targets

Under this revised roadmap, India has set a goal for 60 percent of its total installed electricity capacity to be derived from non-fossil fuel sources by 2035. This initiative represents a major effort toward renewable energy development, including investments in solar, wind, and other clean technologies aimed at reducing reliance on coal and fossil fuels. The new commitments come after a lengthy wait, with prior deadlines for emissions targets being missed due to frustrations over insufficient climate finance agreements made at COP29.

Overview of India’s Climate Goals

The new Nationally Determined Contributions (NDC) outline three primary targets to be achieved by 2035, expanding on goals that India has already surpassed ahead of schedule. The NDC also introduces five qualitative commitments aimed at integrating sustainability into everyday governance and life.

Reducing Carbon Emissions

One of the key commitments is the reduction in emissions intensity of the GDP, which refers to the greenhouse gases emitted per unit of economic activity. India aims for this intensity to decrease by 47 percent from 2005 levels by 2035. The earlier NDC target for a 45 percent reduction by 2030 is on track to be exceeded, with emissions intensity already down by 36 percent as of 2020.

Energy Capacity Expansion

To support its changing energy landscape, India aims for 60 percent of its electricity capacity to be sourced from non-fossil fuels by 2035. As of February 2026, the country has already achieved 52.57 percent, surpassing its previous target of 50 percent five years early. This transformation is being supported through initiatives like battery storage systems, green energy corridors, the Green Hydrogen Mission, and an enhanced nuclear energy program under the new Nuclear Mission.

Forestry and Carbon Sinks

India has set an ambitious objective of establishing a carbon sink capable of absorbing between 3.5 to 4 billion tonnes of CO2 equivalent through forestation and tree cover by 2035. This target represents a rise from the 2.29 billion tonnes already achieved by 2021. The nation ranks third globally for net forest area gain, according to assessments by the Food and Agriculture Organisation, highlighting India’s ability to balance economic development with ecological preservation.

Qualitative Commitments and Adaptation Strategies

The NDC includes five additional qualitative commitments focusing on building climate-resilient infrastructure, enhancing adaptation strategies, promoting environmentally sustainable lifestyles through the LiFE initiative, ensuring a just economic transition that safeguards jobs, and incorporating climate action across major economic sectors like agriculture and urban development. Specific adaptation measures include restoring mangroves along coastlines, setting up early warning systems for cyclones, and monitoring Himalayan glaciers.

Long-term Vision and Stakeholder Involvement

This NDC is aligned with the vision of a developed India by 2047, as well as the long-term goal of achieving net-zero emissions by 2070. The formulation of these targets involved extensive consultations with various stakeholders, including NITI Aayog working groups and representatives from civil society and industry. In addition, India has continued to advocate for developed nations to fulfill their financial obligations under the Paris Agreement before expecting more from developing countries.
