IIT Kanpur to Establish Rs 104 Crore Cybersecurity Operations Centre in Uttar Pradesh

The CSR Journal Magazine

The Indian Institute of Technology (IIT) Kanpur is set to establish and operate a new Cybersecurity Operations Centre in Uttar Pradesh, following approval from the state Cabinet for a project valued at Rs 104.28 crore. This initiative aims to enhance the security of the state’s digital infrastructure, which is increasingly vital as public services rely more on online platforms. The Cybersecurity Technology Innovation Hub, known as C3iHub, will spearhead the centre’s establishment and manage its operations and maintenance for an initial period of three years.

The primary function of the centre will involve continuous monitoring of the state government’s digital infrastructure. It is designed to assist various government departments in responding effectively to cyber threats. As the reliance on interconnected systems grows, the centre will play a crucial role in identifying suspicious activities that may compromise public services.

By integrating advanced technologies, the centre aims to provide a robust defence against cyber threats, ensuring that essential services remain operational and secure. The establishment of this facility reflects a proactive approach to safeguarding the state’s digital assets.

Centralised Monitoring and Incident Response

The Uttar Pradesh Cybersecurity Operations Centre (UP-CSOC) will centralise monitoring and incident response, covering both Information Technology (IT) and Operational Technology (OT) environments. This comprehensive approach includes government networks, applications, data, and critical information systems. The centre will employ threat intelligence to detect emerging risks and evaluate the severity of incidents, thereby enabling departments to prioritise their responses effectively.

In addition to real-time monitoring, the centre will conduct investigations into cyber incidents, allowing for thorough analysis post-incident. This analysis will help identify vulnerabilities and mitigate the risk of future attacks. The use of advanced technologies such as Artificial Intelligence (AI), Machine Learning (ML), Security Information and Event Management (SIEM), Security Orchestration, Automation and Response (SOAR), and Network Detection and Response (NDR) will enhance the centre’s capabilities.

The integration of these technologies is expected to significantly improve the centre’s ability to manage and respond to cyber threats, thereby reinforcing the security of the state’s digital infrastructure.

Collaboration and Capacity Building

The initiative will involve collaboration with Chief Information Security Officers and nodal officers from various government departments. This coordination is essential for effective cybersecurity training, vulnerability assessments, cyber drills, and independent security audits. Such measures are intended to enhance the preparedness of government departments against potential cyber threats.

The overarching goal of the centre is to detect cyber attacks promptly and protect public services that depend on digital infrastructure. By fostering a culture of cybersecurity awareness and readiness, the initiative aims to create a more secure environment for the delivery of essential services.

Professor Manindra Agrawal, Director of IIT Kanpur, highlighted the significance of this initiative, stating that the establishment of the Uttar Pradesh Cybersecurity Operations Centre is a critical step towards safeguarding the state’s digital infrastructure from evolving cyber threats. He emphasised that any breach could disrupt essential services and compromise sensitive data, underscoring the importance of this project.

Previous Experience and Future Prospects

C3iHub has a proven track record in deploying Security Operations Centre capabilities for various organisations, including SAIL Bhilai Steel Plant, the National Highways Authority of India, and the Indian Ports Association. This prior experience equips the hub with the necessary expertise to protect critical infrastructure, where digital disruptions can have significant consequences for essential services.

The insights gained from these previous projects will be instrumental in the establishment of the state-level facility. The initiative is designed to bolster cybersecurity across all departments in Uttar Pradesh, contributing to a more resilient digital landscape.

As the project progresses, it is expected to strengthen the state’s overall cybersecurity posture, ensuring that government services remain secure and reliable in an increasingly digital world.
