The Special Intensive Revision (SIR) of the voter list in Delhi has led to widespread discussion regarding the numerous notices sent to voters. The Election Commission has explained that these notices form part of an initiative to ensure voter records are accurate and current. Approximately 33 lakh voters are reported to have received these notices during this revision phase.

Many prominent individuals are included in the list of those notified. The notices are primarily sent to voters categorised as “Unmapped with Last SIR” or “Logical Discrepancy.” These classifications have generated uncertainty among recipients, especially concerning the possibility that their names might be removed from the electoral roll.

Information from the election authorities indicates that 13.79 lakh voters have data that does not align with the previous SIR list from 2002, placing them in the “Unmapped with Last SIR” category. Conversely, 19.33 lakh voters face discrepancies related to personal information, which fall under the “Logical Discrepancy” classification.

Clarification on Name Deletion Concerns

Officials have sought to reassure the public by clarifying that receiving an SIR notice does not imply that a voter’s name has already been expunged from the electoral roll. According to Ashok Kumar, the Chief Electoral Officer of Delhi, a voter is entitled to respond to any issues raised before any action is taken on their registration.

Voters who receive such notices should approach them cautiously, as this does not mean their registration has been cancelled. Instead, individuals are expected to examine the notice closely and adhere to the guidance provided by the election authorities.

In the event that a notice is received, it is essential for voters to verify their details, including name, EPIC (Electoral Photo Identity Card) number, part number, and the stated reason for the notice. The communication will also set out specifics regarding where and when the voter must meet with the Electoral Registration Officer (ERO).

Steps to Take Upon Receiving a Notice

Voters must first scrutinise the information within the notice before proceeding. Document verification is imperative, and individuals may be required to submit self-attested copies of relevant papers based on the errors identified.

The authorities have identified a set of twelve primary documents accepted for verification purposes, including an Aadhaar card, passport, birth certificate, and Class 10 certificate. Additional documents listed include those issued before July 1, 1987, as well as identity cards from government employees and pensions.

Recipients of notices are urged to refer to their specific instructions in the notification to understand the exact document requirements. Transparency concerns regarding the SIR process have also been raised, leading to a petition submitted to the Supreme Court questioning the criteria and algorithms used to categorise voters.

The Supreme Court has agreed to engage with the issues raised and review the regulations surrounding the SIR process. Meanwhile, the draft voter list was published on the Delhi Chief Electoral Officer’s official website on August 31.

Publication Timeline for Final Voter List

As reported, election officials anticipate resolving all notices by October 29, 2026. The finalised voter list for Delhi is expected to be published on November 4, 2026. Voters whose names have been erroneously removed or those seeking to register anew can fill out Form 6 via the Election Commission’s Voter Services Portal, accessible online or offline.
