Delhi Police Requests Abhijeet Dipke to Cancel ‘Lehra Do Tiranga’ March in Connaught Place

The CSR Journal Magazine

Delhi Police has requested Abhijeet Dipke, the founder of the Cockroach Janta Party (CJP), to cancel his planned ‘Lehra Do Tiranga’ march to Central Park in Connaught Place. The police cited existing prohibitory orders in New Delhi as the reason for this request. They indicated that all entry points to Central Park would be blocked in anticipation of the rally, although vehicular and pedestrian movement in the inner and outer circles of Connaught Place would be permitted.

A police team visited Dipke’s accommodation to verbally inform him about the prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). The officers urged him to call off the march to ensure peace and maintain law and order. The team left after serving a notice to Dipke, who acknowledged its receipt.

During a tense livestreamed exchange between Dipke and police personnel, he questioned the legality of unfurling the national flag. Dipke asked, “We are not putting any speaker, we have not said it is a protest, we are just saying we will unfold the Tricolour, is that now allowed?” The police officer responded, stating that the flag is “the country’s pride.” Dipke further inquired, “Is Tiranga unlawful?”

Background of the Proposed March

Abhijeet Dipke announced the march to Central Park on Wednesday, coinciding with a standoff with authorities following the arrest of two CJP spokespersons, Saurav Das and Ashutosh Ranka. The spokespersons were detained by Delhi Police on Tuesday morning after allegedly trespassing at Jantar Mantar by jumping over locked gates. This incident occurred a day after Jantar Mantar lost its designated protest venue status.

Das and Ranka were subsequently placed in five-day judicial custody on Wednesday. Dipke, who had travelled to Delhi from Maharashtra that same day, declared the planned march as a response to the allegations against Chief Election Commissioner Gyanesh Kumar and as a symbolic protest against the removal of Jantar Mantar’s status as a designated protest site.

The proposed rally was intended to express dissent against the Chief Election Commissioner and to highlight the recent changes regarding protest locations in the capital.

Security Measures and Police Deployment

In anticipation of the ‘Lehra Do Tiranga’ march, Delhi Police has arranged for the deployment of over 6,000 personnel in and around Connaught Place and central Delhi on Friday. Officials mentioned that a limited number of individuals might be permitted to conduct a march at a designated location.

This local police deployment is in addition to approximately 26,000 personnel from the Central Armed Police Forces (CAPFs) who have been stationed in the national capital over the past week, following CJP’s call for protests demanding the resignation of Chief Election Commissioner Gyanesh Kumar. In total, around 32,000 security personnel are expected to be present across central Delhi on Friday.

During a protest on 10 October, Delhi Police had previously deployed around 5,000 personnel in the New Delhi district, covering areas such as Connaught Place, Rajiv Chowk, Central Park, nearby metro stations, Jantar Mantar, and Palika Bazaar.
